About DHSA/HRT: Development and Humanitarian Services for Afghanistan (DHSA) established in 1992, the mission of DHSA is to redefine development in Afghanistan by promoting a dynamic and capable civil society as a means to foster local ownership of development, dignity and a peaceful & sustainable future for all Afghans. Throughout the 1990’s, DHSA focused primarily on drawing strength from local knowledge and traditional relationships to fill gaps, caused by a weak national government and absence of public services. During this time, DHSA focused on activities such as water sanitation and irrigation, education, food assistance to drought affected populations, and rural rehabilitation, matching local know-how with the financial and political support from international aid agencies and donors such as EC, USAID, WFP, WHO, the UN, Canada fund/Care International and Novib. The political changes brought by the Bonn Agreement in 2001 allowed DHSA to add development of civil society in Afghanistan – through its media, education and various community development projects – to its portfolio, in addition to humanitarian assistance. To achieve its mission, DHSA presently operates five activities: Humanitarian Activities Public Media and Communication (TKG), Education Cultural Heritage Environmental Protection

Job Description

  • Adherence to DHSA policies, guidance and procedures.
  • Provide regular progress reports to shelter coordinator.
  • Ensure that projects target beneficiaries are most in need of protection.
  • Share ideas for improvement and necessary changes in activities of shelter project.
  • Ensure capacity building of technical assistants and transfer key skills.
  • Promote the rights of IDPs/returnees and war, natural disaster and drought affected households in line with the advocacy strategy.
  • Ensure compliance with UNOCHA shelter strategy, tools, handbooks, guidelines and standards.

 

Specific responsibilities:

  • Have full understanding of all programs’ goals, objectives, implementation plan and expected result / output.
  • Ensure all assessments, implementations and monitoring has been done in proper way.
  • Manage all the phases of the shelter activities.
  • Ensure appropriateness of all shelter technical document.
  • Ensure technical aspects and high quality of projects.
  • Leading shelter team in Herat province.
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Participate in meetings and trainings when scheduled.
  • Supervise the delivery, distributions, and implementation of shelter interventions in field.
  • Work closely with all shelter projects stockholders.
  • Provision of weekly and monthly plan for shelter team. 
  • Coordinate closely his or her activities with shelter Coordinator or program manager
  • Assist her/his direct supervisor/Coordinator on planning, organizing, facilitating and    monitoring of projects.
  • Be willing to present and travel on district level
  • Ensure all integrated projects has been properly coordinated and implemented with UNOCAH standards. 
  • Responsible to record all facts and transactions such as starting date work suspension or any technical changes in the construction of shelters in details on the project report.
  • Assist to prepare technical parts of project proposals and reports writing progress reports within deadlines as required.
  • Checking and controlling all recorded shelters documents.
  • Supervising field staff skilled and unskilled labor and verifying daily attendance record.
  • Assist to development of monitoring system to ensure precise information on staff activity on each site and district project progress quality and quantity of materials used quality of work.
  • Having close contact with the local authority and community representatives regarding their participation with the new shelters being constructed and motivates them for further maintenance.
  • Regular monitoring/supervision of ongoing activities in districts on shelter construction issues.
  • Develop tools for data collection and data analysis.
  • Establish a good working environment with project staff and other actors in the field.
  • Any others related task assigned by supervisor.

Job Requirement

Qualifications:

  • Bachelor Degree in Civil Engineering or prior experience of the shelter construction, repair and other formalities.
  • At least 3 years of previous work experience with a satisfactory performance in the same or similar functional area preferably with UN or INGOs.
  • Excellent verbal communication, negotiation and problems solving skill.
  • Computer literacy (Word, Excel and Power Point).
  • Fluency in English and local languages Dari and Pashto.
  • Ability to engage and motivate staff in a challenging Programme area.
  • Excellent familiarity with cultural sensitivities, ethnic groups and security situation of western provinces especially Herat province.
  • Planning and delivering results.
  • Only local residents or Herat will be considered.
