Job Description

GENERAL POSITION SUMMARY:

The MEL Officer will be responsible for all monitoring evaluation and learning activities under Emergency Response Project in Balkh, which includes but not limited to Need Assessment, Market analysis, Post Distribution Monitoring (PDM), regular monitoring, spot-checks, FGDs and verification activities.

 

ESSENTIAL JOB FUNCTIONS:

    1. Take part in development of relevant tools and systems that are consistent with the MEL system of emergency project
    2. Prepare reports on monitoring visits, need assessment, market assessment, Focus Group discussion and learning events.
    3. Conduct sites visits and capture strengths and weakness of program implementation using a unified tools that will be developed jointly with MEL team
    4. Conduct data analysis of surveys, in line with the directions of the MEL Director (when required).
    5. Prepare MEL reports with the support of MEL Director
    6. Prepare and maintain MEL related documentation to adhere to Mercy Corps' Program Management Minimum Standards as per the PM@MC methodology
    7. Translate different MEL tools such as survey questionnaire, indicator plan and etc. to the local languages, as and when required.
    8. Assist in regular data entry into the MEL databases and donor required database, if required.
    9. Establish cordial, professional relations with all team members and beneficiaries, ensuring Mercy Corps’ ability to work with transparency, accountability and good will. 
    10. Conduct him/her both professionally and personally in such a manner as to bring credit to Mercy Corps and in no way jeopardize our humanitarian efforts.
    11. Provide technical assistance to program staff in order to maximize use of the MEL data collection tools. 
    12. Develop capacity building and facilitation series to support program teams to better monitor and evaluate their program components, and to make better use of program information.
    13. Perform any other duties as required .

Job Requirement

Minimum Qualification & Transferable Skills

  • Bachelor’s degree in social science, economic or related fields.
  • Strong leadership skills with the ability to multi-task, and has past working experience with the community groups, government and non-government organization and community leaders/elders.
  • At least 2 years of technical work experience required in the area of MEL (Monitoring, Evaluation and learning)
  • Able to work under heavy pressure, meet tight deadlines and deliver high-quality work on a timely manner.
  • Demonstrated understanding of best practices on institutional development, project implementation and coordination.
  • Knowledge of report writing.
  • General relevant computer skills, including Microsoft Word, Excel, and PowerPoint.
  • Ability to travel to various districts in the respective provinces.
  • High level interpersonal and communication skills.
