About DHSA: Development and Humanitarian Services for Afghanistan (DHSA) established in 1992, the mission of DHSA is to redefine development in Afghanistan by promoting a dynamic and capable civil society as a means to foster local ownership of development, dignity and a peaceful & sustainable future for all Afghans. Throughout the 1990’s, DHSA focused primarily on drawing strength from local knowledge and traditional relationships to fill gaps, caused by a weak national government and absence of public services. During this time, DHSA focused on activities such as water sanitation and irrigation, education, food assistance to drought affected populations, and rural rehabilitation, matching local know-how with the financial and political support from international aid agencies and donors such as EC, USAID, WFP, WHO, the UN, Canada fund/Care International and Novib. The political changes brought by the Bonn Agreement in 2001 allowed DHSA to add development of civil society in Afghanistan – through its media, education and various community development projects – to its portfolio, in addition to humanitarian assistance. To achieve its mission, DHSA presently operates five activities: Humanitarian Activities Public Media and Communication (TKG), Education Cultural Heritage Environmental Protection

Job Description

DHSA requires Project Coordinator for the Shelter project located Gulran District of Herat province. The Project Coordinator will be responsible for planning, implementation, organizing and managing resources to bring about the successful completion of several key tasks for the project.

Project Mobilization

  • Demarcate the working area for mapping, assigned the targeted tasks and allocated resources to the project team members.
  • Conduct coordination meetings with donor and together with relevant government authorities etc.
  • Conduct introductory, consultative and coordination meetings with target communities through community committees and community activists focused on the project interventions.
  • Orient community households, committees and stakeholders to the project methodology and objectives. Mobilize and capacitate community committees for achieving the project results.

Need Assessments

  • Conduct and supervise the need assessment of the target community for the shelter repair, construction and others.

Project Implementation

  • Ensure development and implementation of monthly and quarterly planning along with project SoW and budget according to overall project Goal and objectives.
  • Facilitate and enable project team in developing weekly, monthly and quarterly work plans.
  • Ensure regular follow ups and review the weekly, monthly, quarterly and annual progresses against the set plan and document the important lessons learnt and case studies.
  • Formulate strategies and ensure smooth, coordinated, equitable, transparent and timely asset transfer among the project beneficiaries for each project intervention as per the set plan and budget.
  • Monitor project interventions in the field periodically through compliance, field visits, participate in the periodic community meetings and manage community conflicts if raised for the smooth functioning of the project.
  • Ensure the project activities are implemented according to the needs and rights of the targeted community.
  • Facilitate the accountability and feedback mechanism among the target communities for the project interventions.
  • Develop and arrange training material/manuals and provide required training and workshops to project beneficiaries if required.
  • Any other task as assigned by the line manager

Coordination

  • Coordinate and consult with the project top management and the project team regarding the project implementation and guidelines for effective project execution.
  • Coordinate and consult program team before taking any decision.
  • Coordinate and interact with donor, communities and relevant stake holders regarding the project and represent DHSA.
  • Participate in meetings and workshops.
  • Develop a good liaison with staff members and ensure to work in close coordination with program unit at all level.

Reporting

  • Prepare periodic narrative and statistical reports, presentations and case studies in relation to project activities for the management, donors and relevant stakeholders.
  • Provide information, material, document and prepare reports as and when required by DHSA. 

Team Building & Management

  • Manage a project team i.e. Project team.
  • Provide support and guidance to the project team on program and operational issues.
  • Evaluate the team member performances.
  • Mentoring, team building and conflict resolution of team members.
  • Make in liaison and ensure that organizational Policies and Procedures are practicing at Programme level. Also to support top management by ensuring that SOPs are practiced at organizational level.

Financial Management, Administration HR & Procurement

  • As per organizational policies, with support and supervision of program unit, manage and monitor all procedures related to financial management and procurement at the project office level.
  • Being a team leader at the project unit, manage all administrative jobs pertinent to program support,

Work effectively in coordination with the project team to identify and update asset delivery requirements of the work plan implementation and coordinate to generate a detail procurement plan with time line along with a detail shelter repair and construction plan of items to be handed over to the project beneficiaries

Job Requirement

  • Strong project management skill at community level
  • Strong written and fluent verbal communication skills in Pashto, Dari and English.
  • Proficient in Microsoft Office program.
  • Team work spirit, disciplined, hard worker and capability to respond challenging conditions.
  • Being flexible regarding working hours.
  • Willingness to live and travel to the site areas.
