Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them.

Job Description

  1. Purpose of the Role

The purpose of the HLP advisor is to lead PIN’s HLP monitoring activity which focuses on understanding the legal status and challenges of houses, lands, and properties of IDPs and returnees in the area of Balkh. The advisor will be working with the Humanitarian Coordinator to develop the questionnaires / tools that will be used to conduct key informant interviews with the authorities, stakeholders, and households

  1. Responsibilities and Duties

 

  • Identify relevant stakeholder within the community that will participate in the Key Informant Interviews (KII on Housing, Lands, and Properties.
  • Coordinate with the community representatives to identify households who will be target of the data collection for HLP Household Assessment (HA).
  • With Support from the Humanitarian Coordinator and MEAL Manager, develop the questionnaires for the Key Informant Interviews (KII) and the Household Assessment (HA), all in line with the HLP taskforce guidelines.
  • With support from the Humanitarian Coordinator and the MEAL Manager, develop a data collection plan for the KII and HA.
  • Conduct the KIIs with the local authorities, community representatives and community leaders.
  • Lead the MEAL team when on the data collection for the HLP HA.
  • Act as secondary focal point for PIN in the HLP taskforce forums in the absence of the Humanitarian Coordinator.
  • Coordinate with the MEAL team to finalize the datasets for the conducted assessments / interviews.
  • Support the MEAL Manager in the analysis of the collected data and in producing final activity report that will be shared with the Donor and HLP taskforce.
  • Coordinate with logistics team on the operational aspects of the exercise including inputting into the movement plans and submitting the necessary travel approvals.
  • Any other tasks emerging from newly-obtained funding

 

  1. Other Duties  
  • Support the MEAL Unit in timely communication with selected households.
  • On request of PIN participate in joint assessments in support of humanitarian project positioning and wider benefit of the vulnerable people in need of support.
  • Provide real-time information on the field situation including but not limited to security, access, needs, health.  
  • Adhere to and encourage others to comply with safety and security advisory, procedures and protocols always, and raise any safety or security concerns in an appropriate and safe manner, immediately. 
  • Adhere to all project operating procedures.
  • Ensure documentation in compliance with internal and rules and regulations are completed and submitted in a timely manner 

Job Requirement

Person Specification – Required Qualifications, Skills and Experience

  • Bachelor’s degree in relevant subject if preferable.
  • Applied knowledge of the Afghan context and structures
  • Proven experience working with authorities and/or community stakeholders in Afghanistan
  • Demonstrated experience working closely with crisis affected communities in urban settings – host and IDP
  • Demonstrated experience in administering assessments and monitoring
  • Proven ability in producing status reports and collating data
  • Demonstrated patience, enthusiasm and strong interpersonal skills
  • Attention to detail, ability to follow procedures, meet deadlines and work both independently and cooperatively with team members.
  • Proven knowledge and respect of key humanitarian principles
  • Ability to remain calm under pressure and solve problems  
  • Computer skills (i.e. Microsoft word and excel) and ability to type in Pashto, Dari and English
  • Team player and willingness to learn
  • Fluency and professional proficiency in Pashto, Dari and English
