Reporting Lines
The Field Monitoring Coordination Specialist will work under the overall supervision of the FAO Representative, the direct supervision of the Emergency and Rehabilitation Officer and the technical supervision of the Head of MEAL Team.
Technical Focus
The Field Monitoring Coordination Specialist will be part of a multi-disciplinary MEAL unit and coordinate FAO Afghanistan’s field monitoring activities to ascertain the technical quality, progress and status of activities implemented by FAO and partners, and to follow up with communities on their experience in engaging with FAO and partners.
Tasks and responsibilities
• In collaboration with the Head of MEAL Team and Emergency and Rehabilitation Officer, develop and coordinate the implementation of a field monitoring workplan aligned with the main emergency and resilience activities, including beneficiary identification, registration and verification; distribution of support by FAO and partners, post-distribution monitoring, technical site visits, post-training follow ups; spot checks etc. to determine the progress and quality of delivery;
• Coordinate the preparation of travel plans and undertake field missions as and when necessary;
• In collaboration with the Head of MEAL Team, develop monitoring and reporting templates for field monitors and implementing partners to deliver accurate and timely information, considering both qualitative and quantitative methods, tools and processes;
• Coordinate and supervise monitoring data collection within the FAO Afghanistan MEAL strategy and oversee the drafting of related reports, collaborating with third party monitoring (TPM) partners and the TPM Coordinator where relevant;
• Coordinate with the accountability to affected populations to deliver effective sensitization of and information sharing with beneficiary and affected populations;
• Ensure timely drafting and consolidation of field level reports to the Head of MEAL Team and Emergency and Rehabilitation Officer to demonstrate progress against stated work plans and targets, quality of the interventions, challenges in implementation (with suggested adaptive measures), important changes in context, and information on key indicators, where relevant;
• Contribute to internal and outward-facing learning emerging from the monitoring activities and data;
• Perform any other related duties as required.
Job Requirement
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced (Master’s) degree or University (Bachelor’s) degree in agriculture, economics, statistics, or related field.
• For advanced degree at least five (5) years of professional experience in results based management, monitoring and evaluation and/or relevant coordination for humanitarian/development project implementation.
• For university degree at least seven (7) years of professional experience in results based management, monitoring and evaluation and/or relevant coordination for humanitarian/development project implementation.
• Working knowledge (level C) of English and local languages (Pashto and/or Dari).
• National of Afghanistan.

Technical/Functional Skills
• Proficiency in M&E approaches, methodologies and related software (such as SPSS, STATA, KOBO collect, Arc GIS, etc);
• Ability to produce quality reports taking into account various themes and elements of monitoring;
• Experience in monitoring and evaluation and the use various data collection methods;
• Knowledge of local contexts and agro-ecology in the areas of implementation;
• Knowledge of Afghanistan’s agriculture sector;
• Strong interpersonal and communication, reporting and presentation skills, analysis and interpretation of data, ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
• Previous work experience with the UN is considered a strong asset;
• Strong professional command of Microsoft Office, in particular Word and Excel.
