About ORD: Organization for Relief Development – (ORD) is a non-profit and non-political organization has been established in January 2010 subsequently after the general meeting held in Kabul, which was attended by highly professional and experienced Afghan activists. ORD was established with an overall outlook of assisting the most vulnerable segments (individuals and groups) of communities, in rural, semi-urban, and urban communities throughout Afghanistan. The core strategy for achieving the outlook is to nurture a peaceful society where every Afghan individual or group of individuals can seek protection and become part of the development process through expressing their opinions, identifying the problems/challenges they are confronted with, and recommend local solutions in community participatory manner. The ORD ultimately aims at turning the poorest, destitute, and still passive segments into active agents and owners of their development process
Job Description
Major responsibilities
- Providing (RFP) Request For Proposal documents for the project.
- Providing (ITB) Invitation To Bid documents for the project.
- Preparing of Contracts.
- Handling overall procurement and supply-related activities.
Specific duties
- Prepare an overall procurement plan for all goods, work, and services to be procurement.
- Provide specification of goods, preparing bidding documents and bidding advertisements.
- Determine the appropriate method to procure goods, works for each contract.
- Organize opening & evaluation of bids; propose contract awards in accordance with ORD donors procurement manuals.
- Make all necessary arrangements for procurement of all goods services and work, including finagling purchase documents based on user requirements.
- Carry out all activities related to contracting including contract preparation, signing, and handling of documents and guarantees that may be required.
- Verify payment due under procurement contracts and help prepare applications for payment.
- Arranges road and air transportation of goods and personal in Afghanistan as requested /approved by the relevant line manager and /or Director in accordance with policy and procedure.
- Negotiates transportation contracts as necessary according to ORD’s policy and procedures, ensures proper monitoring and payment systems.
- Issues funds for a driver for fuel and approved expenditures.
- Pay casual contractors for maintenance services, after approval of completed work.
- Submit weekly expenditure statements with all receipts to Line Manager for approval and return to Finance.
- Assists Line Manager in preparation of budgets for vehicle running costs and maintenance.
Other
- To perform any other related duties as requested by the line manager.
Job Requirement
Requirements’:
- BSc in Engineering, Economics, Statics, Finance, Business, Management or another related subject
- At least 5 years of work experience in INGO NGO or public procurement incapacity of procurement special, Contract Administrator or equivalent positions.
- Has proven expertise in the use of internationally accepted.
- The ability of writing and understanding in English, Dari, and Pashto languages Excellent English
- Good computer skills
- Excellent teamwork and communication skills.
- Good planning and organization skills
- Willing to work in Kabul Province
- Gender: Male/female
