CRS strategic plan for Afghanistan focuses on poverty and risk reduction, human development, and emergency response in rural areas in western and central Afghanistan. CRS Ghor Office opened in 2007 and currently supports programming in Chaghcharan, Lal, Dawlatyar, Dolaina and Shahrak Districts. CRS works to support: People, especially girls and women from marginalized communities, gain basic education. Poor rural and peri-urban households to have increased livelihood security. Vulnerable communities to survive shocks without long-term negative impact on their livelihoods.

Job Description

Job Summary:

CRS is seeking a qualified and well-experienced Field Officer (FO) in Lal district to oversee the day-to-day implementation of a complex 2-year program that aims to enhance the resilience of vulnerable populations through a combination of training on improved practices for agricultural and livestock productivity, activities to assist farmers in establishing beneficial market connections, and the rehabilitation of water sources alongside hygiene promotion.  Under the supervision of the Senior Project Officer for Western Ghor, the FO will supervise a team of four Field Agents (FAs) to ensure the timely delivery of high-quality learning events on best water storage, treatment, and hygiene practices as well as improved agricultural production and marketing techniques.  The FO will also build relationships with beneficiary communities, work closely with Community Development Committees (CDCs)/Shuras, and support the SPO to monitor progress.  Under guidance from the SPO and the Monitoring, Evaluation, Accountability, and Learning (MEAL) Project Officer (PO), the FO will assist in the collection and documentation of relevant project data and information for internal and external reporting purposes.  The FO will take on a leadership role over the field team in Lal and will closely monitor team dynamics and work to build the capacity of other staff.

Roles and Key Responsibilities:

Support to Project Implementation

  • Support FAs to quickly resolve any social issues related to project implementation that may arise in the community
  • Ensure the timely completion of high-quality community training on selected agriculture and hygiene promotion techniques
  • Identify challenges in the implementation of project activities with the field team and offer ideas for potential solutions
  • Work closely with village Shuras and community leaders to organize training and project activities
  • Introduce selected agricultural techniques to groups through training and assistance to select farms for demonstration plots
  • Work closely with the SPO and MEAL staff to collect information for weekly and monthly reports, schedule field visits, and develop quarterly work plans
  • Conduct monitoring visits to target villages a minimum of 4 times per week

Support for Project Monitoring, Evaluation, Accountability, and Learning (MEAL)  

  • Support the collection of regular monitoring data including but not limited to farmer feedback sessions, observation forms, attendance sheets, and activity tracking
  • Utilize multiple methods to collect quantitative and qualitative data
  • Participate in project learning and reflection events

Staff Supervision

  • Directly supervise and build the capacity of the FAs to develop and carry out work plans.
  • Support professional development through individual coaching, reviewing staff performance management plans, and providing training as necessary.
  • Provide technical assistance to field staff and beneficiaries.

Teamwork and Relationships

  • Develop and maintain positive relationships with project participants, community leaders, and other community members
  • Develop and maintain positive relationships with the project team and other CRS colleagues

Job Requirement

Basic Qualifications

  • Afghan national with an agriculture bachelor’s degree or equivalent
  • Minimum of 4 or 5 years of related work experience with an NGO or government agency, ideally in the field of agriculture for an NGO.

Required Foreign Language & Computer Skills:

  • Fluent Dari speaking and writing (basic English reading, writing, and verbal skills a plus)
  • Computer skills: (MS Word, MS Excel, MS PowerPoint, Visio)
  • Microsoft office 365 basic knowledge (Outlook 2016, Excel Online, Word Online, Microsoft    Teams, Skype for business)
  • Microsoft SharePoint online usage and experience
  • Microsoft OneDrive usage or any other similar cloud base technology usage experience
  • Basic knowledge on understanding internet security and data privacy (phishing, Spam, Malware, viruses, Content Filtering)
  • Understanding of basics on Intranet usage and protocols  

Travel – The position will be based in Dawlatyar with frequent travel to district project communities.

Preferred Qualifications

  • Knowledge of agricultural livelihoods a plus
  • Experience working in rural communities preferred
  • Experience monitoring projects and collecting relevant data.
