About DHSA: Development and Humanitarian Services for Afghanistan (DHSA) established in 1992, the mission of DHSA is to redefine development in Afghanistan by promoting a dynamic and capable civil society as a means to foster local ownership of development, dignity and a peaceful & sustainable future for all Afghans. Throughout the 1990’s, DHSA focused primarily on drawing strength from local knowledge and traditional relationships to fill gaps, caused by a weak national government and absence of public services. During this time, DHSA focused on activities such as water sanitation and irrigation, education, food assistance to drought affected populations, and rural rehabilitation, matching local know-how with the financial and political support from international aid agencies and donors such as EC, USAID, WFP, WHO, the UN, Canada fund/Care International and Novib. The political changes brought by the Bonn Agreement in 2001 allowed DHSA to add development of civil society in Afghanistan – through its media, education and various community development projects – to its portfolio, in addition to humanitarian assistance. To achieve its mission, DHSA presently operates five activities: Humanitarian Activities Public Media and Communication (TKG), Education Cultural Heritage Environmental Protection
Job Description
Under the direct supervision of the Program Manger, the M&E Officer provides support the implementation of project activities conducted by DHSA/CG in Kandahar.
The M&E will be responsible of;
Project design and implementation
- Participate actively in M&E activities for the project implementation and M&E visits and reporting as per the project scope of work.
- Participate in developing an M&E Plan, M&E work plan and indicator tracking matrix, in line with the project’s thematic standards and practices.
- Generate project monitoring, reporting and information management plans
- Be familiar with data collection, review, utilization , monitoring and reporting tools
- Participate actively in the enforcement of Quality Assurance (QA), Quality Control (QC) and Quality Improvement (QI) measures for all field level interventions
- Support fellow team members in capturing and documenting best practices and success stories for learning, reference and dissemination
- Generate project information and dash boards for tracking and depicting progress on project and strategy implementation against targets and key milestones
- Initiate data analysis and action planning meeting with program teams to review data trends and overall project performance
- Maintain a tracker of key action points agreed at review meetings and disseminate progress of implementation
- Work with the field teams to ensure that project/program indicators are tracked through regular field visits
- Review all reports to ensure that data provided is reliable and accurate and that target indicators are met and explanations provided where indicators are not met;
- Any other duties as assigned by the program unit.
Program monitoring, reporting and evaluation
- Plan and organize quarterly joint and participatory Routine Data Quality Assessment (RQDAs) and data analysis to guide action planning meetings.
- Develop and manage database system for monitoring and evaluation and generate periodic reports to inform and guide program.
- Ensure accurate and timely collection of project data from the field
- Participate in planed surveys, either internally or externally (through consultants) to promote own capacity building and enhance the quality of the survey reports generated
- Provide quality assurance, including data verification, on all reports and information produced by the project by editing and consolidating all reports
- Synthesize and summarize trends in project monitoring data including those generated from evaluations across programming pillars that can be used to inform programming.
- Participate in writing monthly, quarterly and project annual reports
Job Requirement
- A minimum of a Bachelor’s degree in Social Science, practical training in M&E is essential.
- A minimum of 3-5 years‟ experience in a similar position involving data collection, documentation, PDMs and reporting
- Demonstrable experience in producing good quality documents for different audiences and managing emergency and humanitarian, protection monitoring information management systems.
- Ability to collect, analyze and produce good quality data and information tables and reports
- Proven skills in data management with concrete knowledge of open source tools such as ODK collect, KoBo Toolbox or CommCare platforms
- Computer literacy with possible advanced Ms Word, Ms Excel, Ms PowerPoint and Ms access
- Knowledge in computer statistical packages (EPI INFO, SPSS and Stata)
- Demonstrated experience in capacity building and mentoring of staff
- Knowledge, skills and experience in participatory survey/research methods
- Experience in use of data to inform decision-making, planning, and performance monitoring
- Strong communication skills; oral, written and presentation skills.
- Ready to work in difficult environmental conditions
- Must be flexible and culturally sensitive.
