Job Description

We are looking for a qualified and highly experience Finance Team Manager to join our team in Kabul, who provide Human Resources Management services for more than 1,500 staff working with different clients in all regions of Afghanistan. You will manage a small team of Finance Officers and Assistants in a range of finance activities, including: payroll production; invoicing; tax management; management of purchase order finance systems; reporting on accounting software; managing cash books and direct liaison with client finance teams to ensure invoices are paid in time. 

You will be joining team who work to support the humanitarian needs of the Afghan people. You will be equipped to work from home and travel to the office daily is not required.

Areas of responsibility

  1. People and Team Management 
  • Manage and supervise the CTG- Afghanistan finance team staff, to ensure that staff undertake tasks efficiently and work in support of their colleagues in the Account Management and Risk Management teams.
  • Support the finance team to continually building their professional capacity work as a cohesive team and their leave as allocated and needed and in a responsible fashion.
  • Supervise staff to undertake all finance functions as described below. 
  1. Be an active member of the CTG-Afghanistan Management team, supporting the Country Lead to manage all aspects of the business

 

  1. As well as managing and supervising all finance functions you will be required to directly undertake a proportion of the finance functions that are listed below. 
  1. Cashbook Management & Purchase Orders
  • Manage the cashbook
  • Post cashbook to Sage
  • Raise of Purchase Orders, ensuring POs are raised where required prior to purchase
  • Ensure POs are recorded on sage and raised for invoicing where applicable
  • Ensure the local team are trained on CTG PO system
  • Reconcile Purchase Orders against COO and COO burner
  1. Invoicing
  • Generate timely and accurate invoices for Clients – either system generated or manually as required
  • Ensure all invoices are recorded correctly in Sage
  • Reconciliation of invoices against payroll and COOs
  • Manage receipt of local supplier invoices, checking against POs, upload to Sage and issue client reimbursable invoice as required
  • Pay supplier invoices in a timely, compliant and accurate manner, ensuring the accuracy of supplier invoices.
  1. Accounts Receivable
  • Support the Account Management team to ensure the timely payment of invoices by Client
  • Resolve any queries/issues with invoices to ensure swift payment
  1. Payroll
  • Prepare payrolls – system generated or manually as required
  • Reconcile payroll with Sage, COOs, contracts of employment and local tax laws
  • Produce and issue payslips, as required 
  1. Tax
  • Calculate personal salary tax and all other withholding taxes
  • Working closely with CTG-Afghanistan’s tax advisers, and CTG’s Global Tax adviser, ensure all applicable taxes are paid in line with Afghan tax regulations and all information for applicable.  
  • Manage any local audits for taxation and other requirements
  • Post tax payments to Sage
  1. Audits
  • Provide information to Clients as required for auditing purposes 
  1. Banking
  • Management of local bank accounts
  1. Management Accounting
  • Prepare brief monthly report to summarise performance and highlight any areas of concern
  • Prepare savings schemes and analytical support on OPEX expenditure to enable local decision making
  • Prepare local management accounts

Job Requirement

Education:

  • Must be fully qualified ACCA, CPA or equivalent

 

Work experience:

  • At least 5 years of experience supervising finance staff in a participatory and inclusive manner
  • At least ten years of experience working in the finance department for an international organisation based in Afghanistan
  • Extensive experience in working with Sage, SAP, Oracle or similar accounting system
  • Desirable to have experience in generating management accounts and profit/loss financial statements
  • Good knowledge of local tax laws

 

Languages:

  • Essential: Dari, Pashtu and English

 

Geographical experience:

  • Afghanistan (Afghan nationals only)
