About JEN (Japan Emergency NGO): JEN (Japan Emergency NGO) is a Japan based Non-governmental organization established in January 1994 to provide emergency assistance in the countries of the former Yugoslavia. Since then, adhering to the concept of “psycho-social and self-reliance support” JEN has been consistently in charge of offering support activities to those people who have been stricken with hardship due to conflicts and disasters across the globe in every phase of recovery from emergency assistance to reconstruction. JEN is registered at No.125 with Ministry of Economy of the Islamic Republic of Afghanistan in November 22, 2005 and have been working in Afghanistan since 2001. Overview of the Programme: School Feeding Programme is mainly funded by World Food Programme (WFP) and will be implemented in Kuz Kunar District, Nangarhar Province with high possibility of extension to other parts of the province or within eastern region. The core objective of this programme is to improve school enrollment, attendance, child health and nutrition for boys and girls. In addition, primary aged schoolchildren (boys and girls) will receive bread+ on every school day.
Job Description
Under the direct supervision of Programme Officer, Regional Coordinator will contribute substantively to the programme in accordance with strategies and approaches developed by JEN Afghanistan programme; and will assist in the smooth implementation of JEN Afghanistan programme. The incumbent performs the following duties:
- Lead the needs assessments including emergency assessments in eastern region in collaboration with project managers and draft needs assessment reports to be submitted to Programme Officer.
- Supervise project managers in implementation of the projects and help various team in negotiations with provincial/local authorities.
- Assess activities and ensure efficient use of the resources.
- Establish and update contact details of schools in areas of operation.
- Participate in donor and Cluster’s meetings at provincial level and communicate relevant information to Programme Officer.
- Participate in donor meetings, coordination meetings, UN Agencies meetings, and any other relevant inter-government institutions at provincial/regional level.
- Develop reporting schedule and reports with regard to donor deadlines and submit to Programme Officer.
- Ensure a positive working environment and good team dynamics.
- Provide administrative and operational support to the overall implementation of the projects at regional level.
- Support and facilitate the coordination between various project stakeholders.
- Provide overall support for the implementation of the projects in regional/provincial levels.
- Provide technical inputs in the preparation of training materials whenever required.
- Travel regularly to the districts where the project is being implemented.
- Support and implement programme activities at the target areas with the help of project managers and field assistants.
- Coordinate programme/project activities with government, national and international NGOs to avoid possible duplications.
- Support and facilitate in the identification of challenges and constraints faced during the implementation.
- Assist with MEAL Officer, Project Manager and other programme staff in preparation of School Feeding Programme Guidelines and lessons learned.
- Any other task assigned by supervisor.
Job Requirement
Master/ Bachelor’s degree in management, public or business administration, social sciences, or any related subject.
- Excellent communication skills in English, Pashto and Dari.
- Excellent communicator, active listener and strong decision-making skills.
- Proficient in using IT tools.
- Strong sense of community engagement and the desire to make an impact
- Enjoy hands on day-to-day work while keeping the bigger picture in mind.
- Extremely structured and detail oriented.
