Job Description

Scope of Responsibilities:

The Finance Officer is part of the Bamyan finance team, working under the direction of the Field Manager/designate and technical supervision of designated finance staff in Kabul to ensure timely and accurate recording, processing, and reporting of financial information for the program, in accordance with IRC policy and procedures.

Specific Tasks:

Bamyan Cash & Bank Payment Activities: These activities require frequent travel to Bamyan districts and villages based on pre-approved plan.

  1. Must be familiar with society, culture, and geographical structure of Bamyan to enhance the working procedure and cash distributions plan accordingly.
  2. Participate in direct and indirect cash distributions for beneficiaries with close coordination with program M&E and security departments.
  3. Manage online BVA system of Bamyan filed office for cash & bank payments on daily Basis.
  4. Upon receipt of approved documentation prepare/process check/bank payment voucher.
  5. Upon receipt of approved documentation prepare/process petty cash payments.
  6. Responsible for Bamyan office cash management and ensure all payments are done on well manner of time and maintain office safe balance based on real expenses. 
  7. Submit bank transfer application and any other document to bank and ensure that documents submitted on time to related banks.
  8. Reconciliation of bank and cash accounts with spread sheet records.
  9. Create supplier accounts based on need and report Bamyan field office tax report upon request of Kabul main office.
  10. Having good relationship with other department staff and suppliers.
  11. Maintain an update finance report on daily basis and make sure to provide report any time required by local and main office delegated staff.
  12. Consolidate the cash projection from Bamyan field office program and operation departments on weekly basis.
  13. Manage program advance register, salary advance register, travel advance register, prepaid rent register. Making sure that all advances are recorded and cleared within the same month.
  14. Ensure that payment vouchers have all the required supporting documentation (approval notes, goods received notes, invoices, receipts, etc.) and that all records are filed or stored in good order according to the guidelines set by head office.
  15. Check and verify all the purchase request, purchase comparative form, Payment voucher, receipts vouchers and journal voucher (Adjustment voucher).
  16. Make sure to maintain a rational filling system for finance department of IRC in Bamyan  with support of Finance Assistant.
  17. Any other task assigned by direct or technical supervisor.

Job Requirement

Additional Requirements:

  • At least 3-5 years managerial working experience with INGOs.
  • Must be computer literate: MS Excel and MS word packages
  • Highly preferred – prior experience with computerized accounting package
  • Bachelor’s in accounting/Finance is required. Additional certification and trainings on Accounting and Finance will give the candidate an edge
  • Detail orientated, organized, and able to work well in fast paced environment.
  • Should be able to communicate effectively in English (written and verbal skills)
  • Should be able to work in cross-cultural environment
  • Should be a team-player, with flexible working habits and willingness to take on additional tasks as required to forward the aims of the team
  • Should have team spirit, and work to foster good cooperation with other colleagues in the team and wider IRC Country Program.
