About TLO: The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management. About the Project: Afghanistan is extremely vulnerable to the impacts of climate change due to its high sensitivity and low adaptive capacity. Climate projections for Afghanistan suggest a future of higher temperatures, reduced rainfall, higher evapotranspiration and increased frequency of extreme events such as droughts, storms, floods, landslides and avalanches.

Job Description

  • Livestock Management: Lead the implementation of livestock management interventions, including animal health and nutrition, breeding, housing, and husbandry practices, with a focus on promoting climate-resilient livestock systems and sustainable land management.
  • Capacity Building: Facilitate training sessions, workshops, and demonstrations to build the technical capacity of livestock farmers and community animal health workers in areas such as disease prevention and control, vaccination, fodder production, and sustainable grazing management.
  • Animal Health and Welfare: Conduct regular health assessments, disease surveillance, and vaccination campaigns to improve livestock health and welfare, working closely with local veterinary service providers and community-based animal health workers.
  • Climate Resilience: Integrate climate change adaptation strategies into livestock management practices, including the promotion of drought-tolerant forage species, water harvesting techniques, and innovative housing designs to mitigate the impacts of climate variability on livestock production.
  • Market Linkages: Facilitate access to markets and value chains for livestock producers, providing support in market analysis, business development, and the establishment of producer groups or cooperatives to enhance market access and bargaining power for smallholder farmers.
  • Livestock Breeding: Support the implementation of selective breeding programs and the dissemination of improved livestock breeds, genetics, and breeding technologies to enhance the productivity, resilience, and genetic diversity of local livestock populations.
  • Data Collection and Reporting: Collect, analyze, and report data on livestock production, health, and productivity, documenting project activities, outcomes, and impacts for internal monitoring and external reporting purposes.
  • Community Engagement: Foster participatory approaches and community involvement in livestock-related activities, ensuring the active participation of livestock keepers, women, and marginalized groups in decision-making processes and project implementation.
  • Gender Mainstreaming: Ensure gender-responsive approaches are integrated into livestock programming, promoting women's participation and empowerment in livestock management, decision-making, and income generation activities.
  • Knowledge Sharing: Document best practices, lessons learned, and success stories from livestock interventions, and facilitate knowledge sharing and learning events to promote peer-to-peer exchange and adaptive management.
  • Ad Hoc Tasks: Undertake any other duties and responsibilities assigned by the Livestock Specialist or project management, demonstrating flexibility, initiative, and a commitment to achieving project objectives.
  • Reporting:

    The Livestock Officer will report directly to the Livestock Specialist and collaborate closely with other members of the project team, including the Project Manager, Provincial Coordinator, Technical Specialists, and Monitoring and Evaluation Officer. Regular reporting will be required to ensure effective coordination, monitoring, and evaluation of livestock-related activities within the CARL project.

Job Requirement

  • Education: Bachelor's or Master's degree in Veterinary Science, Animal Husbandry, Animal Science, or a related field.
  • Experience: Minimum of 3-5 years of professional experience in livestock management, animal health, or rural development, preferably within the context of climate change adaptation and rural livelihoods projects.
  • Technical Skills: Strong knowledge of livestock production systems, animal health and nutrition, breeding and genetics, and livestock extension methodologies. Experience in participatory training, community mobilization, and gender-sensitive programming is desirable.
  • Language Proficiency: Fluency in English and proficiency in local languages (e.g., Pashto, Dari) is required.
  • Interpersonal Skills: Excellent communication, interpersonal, and teamwork skills, with the ability to work effectively with diverse stakeholders, including farmers, government agencies, NGOs, and development partners.
  • Travel: Willingness to travel frequently to project sites in rural areas of Ghazni province for field visits, trainings, workshops, and meetings.
