Job Description

Scope of work:

The Asset Creatin Project Field Officer ( Engineer ) is working under the direct supervision of RD Senior Officer (Construction), working with Project In charge, Field Engineer ( WASH Construction ),District Managers and Project Site Engineers and is responsible for the overall support to Project execution planning; Supervision, Quality Assurance and Quality Control as well delivery of results technical and operational support to project implementation; Producing regular project progress reporting based on set projects scope. The Project Field Officer (Engineer) is reporting to Senior Officer (WASH & Construction) on weekly and monthly basis.

Main Responsibilities:

  • Act according to the policy and regulations of SCA
  • Keep updated with issues related to SCA and the environment where SCA operates
  • Promote an attitude of team spirit and a strong focus on quality
  • Develop good co-operation with SCA units and local authorities
  • Preparing and tracking project Action Plan, Cash distribution plan and Trainings related to the project scope.
  • Technical facilitate the Project Procurement in close coordination with relevant units.
  • Assure that enough technical documents are available for implementation and controlling mechanism.
  • Recording all relevant engineering data and activates and ensure all engineering project documents have been recorded and available in all project sites.
  • Providing all projects documents to Site Engineers and Field Staff.
  • Analyse the project material expenses and activities volume wither they are along with the BoQ, estimation and design or not.
  • To support field team to prepare project expenses documents and make sure they are in line with financial regulations and project norms.
  • Plan enough regular supervision from under implementation projects and provide constructive feedbacks as per accepted standards and documents with WFP.
  • Track the Project Financial documentations, payments, and financial progress as per the approved budget and scope.
  • Make Sure that Asset creation project is implemented as per Agreement terms and conditions as well WFP and SCA policies.
  • Project Documentation as per file management policy of WFP and SCA.
  • Make sure that enough information and verification tools are in place reflecting WFP Project outputs.
  • Make sure that timelines for project tasks accomplishment are meet.
  • To assure the validity of all field bills of purchased small goods for project operation under the level authority.
  • Being Respective Back up to Project In charge managing and handling project related tasks.
  • To actively contribute to the successful development and good reputation of SCA
  • To keep very good and cooperative relation with the local community as well the authority
  • Preparing un regular report of projects to Engineering senior officer when requested
  • To do any other tasks within the field of competency as RD Senior Officer ( WASH Construction ) assign.

Job Requirement

Qualifications & Job Requirements:

  • Bachelor’s degree from recognized college or university in Civil, Irrigation, Environment or Hydrodynamic.
  • Engineering Software Knowledge in Operation level and MS Package Knowledge.
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
  • 2-3 years relevant experience (Irrigation, Construction and Hydraulics ) , especially within an NGO, UN agencies or similar organization.
  • Background of Asset Creation and DRR engineering background is an advantage.
  • Familiarity with the region where SCA operates
  • Fluency in Dari and Pashtu, both written and spoken, English   is preferable.
  • Strong interpersonal and communication skills.
  • Honest, active, and well mannered.
  • Ready to work, live and travel in an intricate and strenuous environment.
  • Being an Afghan citizen.
