About Company
About HPRO: Scope of work and Background The Afghanistan Reconstruction Trust Fund (ARTF), a multi-donor trust fund administered by the World Bank on behalf of a group of 34 donors, has recently approved a Transfer Out to UNICEF that will support continuation of service delivery of the BPHS and EPHS at the previous Sehatmandi facilities from February through the end of June 2022. With this funding, UNICEF will manage provision of Primary Health Care services through mobile health and nutrition teams (MHNTs), Sub-Health Centers (SHC), Basic Health units (BHUs), Comprehensive Health centers (CHCs), Comprehensive Health Centers Plus (CHC +), and other facilities functioning at sub-district levels; while WHO will manage provision of Secondary Health Care at District, Provincial and Regional Hospitals. At both primary and secondary care levels, the ‘contracting out’ modality of service provision through the Service Provider NGOs will continue. HPRO would like to call for CVs of Qualified/Experienced project manager for a possible implementation of BPHS/EPHS project. The Project Manager will have the overall responsibility of the project management including; staffing, planning, organizing, leading, controlling and reporting of HPRO BPHS/EPHS project at the Khost Province. The Project Manager will be accountable to Senior Program Manager HPRO for achieving the final project results, the program goals/objectives and using the resources by efficient and effective manner provided by the relevant donor.
Job Description
Duties & Responsibilities:
A- General
- Act according to the HPRO policy and code of conduct.
- Develop Spirit of co-operation and understanding among members of the team
B- Specific responsibilities
- Overall responsible for technical and operational management of the project.
- Ensures delivering all types of health services and interventions specified in the BPHS for the entire population of the Khost.
- Represents the Organization and the project in meetings with PPHD, UN agencies and other stakeholders in the province.
- To ensure that the community has access to quality health services and staffing of each health facility is in line with BPHS guidelines
- Ensures that active supportive supervision and monitoring is taking place regularly and as planned in the province and corrective actions took place to address the identified problems and weaknesses.
- Collaborates with other locally active agencies in the province to co-ordinate the health activities
- Ensures that quarterly technical and financial reports of the project are informative, accurate and submitted on time.
- Ensure timely provision of medical and non-medical supply to the all HFs and HPs in due time.
- Ensures that performance appraisals and training needs assessments of the staff conducted and appropriate skills and knowledge transfer activities are occurring.
- Ensures that the Organization’s human resource and other policies guidelines and procedures are implemented appropriately in the province.
- Ensure the Afghanistan government legitimacy and visibility at all service delivery points of the project.
- Ensure improving the Quality of Care Through a Systematic Quality Improvement Approach at all HFs
- Ensures regular attendance in PHCC meetings and other important coordination meeting with stakeholders at the provincial level.
- Provides substantial supports for successful implementation of the vertical/BPHS supportive projects in the province.
- Ensures the hiring and firing process of the health facilities staff in accordance to the accepted criteria and HPRO General Employment Conditions
- Ensure encouraging the interventions that focuses on improving gender equity expanding access to female providers providing gender awareness training
- Ensure that BPHS health indicators indictors are properly reviewed, analyzed and needed actions took place to improve the concerned indicators.
Job Requirement
- University degree with postgraduate degree (MPH or MSc or MBA) certified by relevant higher education authority in Afghanistan or other country.
- Four years of exclusive full-time experience of managing health services implementation projects in the provinces. BPHS and EPHS experience will be a highly desired asset.
- Seven years of experience in health sector of Afghanistan
- Received trainings in project management, planning, M&E and report writing
- Proficient in Microsoft Office package especially Excel, Outlook, PowerPoint and Word.
- Having written and spoken fluency in English and Dari and/or Pashto
- Ability to work independently and as part of a team in a fast-paced stressful environment
- Strong communication and interpersonal skills
- Supervisory, team worker, analytical and troubleshooting skills
- Having the experience of preparing plans and project internal budgeting
- Skilled in preparing project reports
- Understand monitoring framework and skilled in conducting monitoring of project at field level
- Ability and willingness to travel to the project sites.
- Honest proactive and well mannered.
