Job Description
JOB PURPOSE:
This position (Health Project Supervisor) will oversee and coordinate the implementation of the project DRA (Health Section) in Herat Zone. The position holder is to lead and manage the health activities in DRA project, ensuring that the project is implemented on time and on budget, in accordance with the project documents. Health Project Supervisor will ensure donor and internal health reporting requirements are adhered to and will work closely with the Deputy Zonal Manager, Senior Zonal Manager, Sector Leads and the assigned Programme Officer.
Note: This position is subject to donor’s approval.
MAJOR RESPONSIBILITES:
Project coordination and management:
- Coordinate the ongoing design activities of the DRA Health project with Project Manager and Health Sector Lead.
- Provide leadership and management oversight to projects staff and overall project implementation to ensure project close out on time and on budget
- In consultation with health sector lead and project manager attend to the EPR meeting.
- Develop and implement Project’s health section activities work plans.
- In coordination with the M&E unit, ensure that the M&E system is implemented and adhered to enable evidence of impact data to be captured.
Reporting, Administration and financial:
- Assist the project manager to prepare monthly, quarterly and semi-annual reports.
- Conduct regular supervision from implementation of health project activities and make sure that project targets and grant objectives are met within the close out time-frame
- Assist project manager to coordinate closely with health sector lead, SC department to ensure timely sourcing, and delivery of budgeted goods/line items.
- Ensure that grant and financial rules and regulations are strictly adhered to.
- Ensure that proper community development practices and “Do No Harm” practices are incorporated and upheld throughout the planning and implementation of the project.
- Assist project manager to manage project’s funds and ensure efficient utilization of funds for maximum impact and ensure proper coding and budget availability of all project expenses.
Documentation and Reporting:
- Ensure project documents are finalized and filed as part of due diligence process and record retention requirements
- Share the weekly and monthly project data from the health and nutrition component to HMIS officer.
- Share monthly and quarterly pharmaceutical consumption report to Pharmacy Coordinator.
- Submit project’s health reports to the Project Manager copying the Health Sector Lead.
- Provide on time, weekly movement plan to the Security Department. Coordinate with security coordinator and regularly monitor the security environment in project locations
Other
- Adhere to WV Child and Adult Safeguarding policy and standards.
- To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan under the context of assigned projects interventions.
Job Requirement
Required Professional Experience
- At least 3 years work experience in the similar field with NGOs
- Strong understanding of development methodologies
- Understanding of protection principles and child rights
- Strong report writing and monitoring skills
- Strong skills in oral and written English, Dari and Pashto.
- Interpersonal, management and conflict resolution skills.
- Knowledge of MS Office and statistical programs
- Ability to work in a team environmentRequired
Education, training, license, registration, and certification:
- Midwife/Nurse degree is essential.
Preferred Knowledge and Qualifications:
- MD degree is preferred.
- Basic knowledge of various technical sectors of humanitarian work.
- Must be competent in all training related activities, needs assessment, organizing, implementing, evaluating training
- Excellent presentation and communication skills
- Demonstrated ability to facilitate and encourage learning.
- Able to maintain performance expectations in diverse cultural context, stressful environments and with limited resources
- Cross cultural sensitivity, flexible views, emotional maturity and physical stamina.
- Interpersonal, management and conflict resolution skills.
Travel and/or Work Environment Requirement:
- The position based in office and regularly will have supervision and travel in Zandajan, Pashton Zarghon and Obeh districts of Herat.
Language Requirements:
- Dari, Pashtu and English
