About ARCS: Background on Afghan Red Crescent Society Established in 1934, the Afghan Red Crescent Society (ARCS) is an independent, humanitarian institution which has been recognized by the government of Afghanistan as an auxiliary to State agencies. ARCS play an important role in delivering disaster response services. Under the 2016 Red Crescent Law, ARCS carry out its activities in accordance with the principles of humanity, impartiality, neutrality, independence, voluntary services, unity and universality. Among others, ARCS have the duty to provide assistance to disaster-affected communities, supply emergency shelter, and distribute relief items to vulnerable people. Through its network of 7 regional branches and 34 provincial branches and more than 20,000 staff and trained volunteers, ARCS is amongst the few national organizations with nation-wide outreach and access. Job Description

  • Function as the focal person for Norwegian Red Cross country office at ARCS regional office for the implementation of ARCS health activities supported by Norwegian Red Cross at field level as per Norwegian Red Cross requirements.  
  • Quality assures overall data and reports provided/collected from field level (MHTs, BHCs, SHCs & ESHCs).
  • Reports to the Norwegian Red Cross country office issues related to the implementation of Norwegian Red Cross supported activities and options to improve quality of services provided by ARCS health facilities.
  • Provides data and information on monthly and quarterly basis to Norwegian Red Cross country office.
  • Ensure that Norwegian Red Cross supported activities are implemented based on accepted timeframe.
  • Provides support to the RHO (Regional Health Officer) in planning and implementation of monitoring and evaluation of activities supported by Norwegian Red Cross in the respective health facilities.
  • Support the RHO in assessment, planning and conducting capacity building training session to ARCS health staff at regional and branch levels.
  • Reports to the RHO and Norwegian Red Cross country office issues related to project implementation and options to improve quality of health care services provided to the beneficiaries.
  • Provide assistance to the RHO in managing and updating ARCS health management information system (HMIS) on monthly basis.
  • Support RHO in providing and sharing monthly updates of health activities and HMIS data to ARCS HMIS department and Norwegian Red Cross country office.
  • Conduct regular field monitoring and mentoring visits to NorCross supported activities and prepare monitoring reports with recommendations for feedback to ARCS and Norwegian Red Cross country office for better implementation and improvement of activities.
  • Support and follow-up on the recommendations of monitoring findings with the RHO and respective health staff.
  • Assist in disasters and emergencies for health assessment, coordination and response with the RHO when necessary.
  • Support the RHO and RLO (Regional Logistics Officer) in managing of Medical Logistics activities in coordination with NorCross office.
  • Monitor and assist in distribution of medical items/consignments to final beneficiaries and facilities.
  • Follow ups on provision of financial documents of Norwegian Red Cross supported activities with the health facilities and provincial branches.
  • Check that invoices are in accordance with goods/services delivered and set conditions, and agree with supporting documentation (price quote, purchase order, goods received note etc.).
  • Quality assure all Norwegian Red Cross supported financial documents according to Norwegian Red Cross financial checklists and requirements.
  • Perform duties and tasks not covered in this job description and provide support to colleagues when necessary and assigned by the line manager. 

Job Requirement

  • Bachelor’s degree in Pharmacy
  • Minimum 2 years’ experience in project and program monitoring and evaluation
  • Ability of report writing and experience in medical supply chain
  • Excellent facilitation skills, and strong understanding of how to safely and accurately collect feedback
  • Ability to handle multiple tasks; proven self-initiative and problem-solving abilities
  • Proven track record of quality performance in highly pressured environments
  • Computer skills, including Word, Excel, Power-Point, and Access
  • English language knowledge related to the work.
