About DAI/AVC-Livestock: Afghanistan Value Chain (AVC)-Livestock Project will work with various anchor firms throughout the livestock sector to improve value chains to increase productivity in key livestock value chains, improve the commercial viability of agribusiness, and strengthen public private agriculture service delivery. AVC – Livestock will seek to engage women and youth owned business in these livestock value chains. The Project will contribute positive and measurable impacts on the livestock sector as a whole and will ensure that local market actors are involved at every stage of the value chain.

Job Description

The Portfolio Officer is the primary link between anchor firms and the Project. He/she will diagnose the constraints on business growth and develop a clear action plan to address these constraints. He/she will monitor the firms’ progress against clear benchmarks and help the Regional Manager to determine if the businesses are succeeding or failing. Additionally, the Portfolio Officer will work to support the anchor firm in their efforts and provide a conduit for the provision of specialist expertise as required.

  1. Objectives and Duties
  • Identify possible anchor firms with growth potential within the Projects selected value chains.
  • Diagnose constraints on business growth for each of the selected anchor firms.
  • In coordination with the value chain leads, recommend a mix of activities to address the identified constraints for each of the anchor firms.
  • Negotiate a “Deal Note” with each anchor firm spelling out the respective responsibilities of the firm and the project to address those constraints, milestones, and anticipated outcomes.
  • Together with the anchor firms, implement, supervise, measure and report on the agreed mix of developmental activities.
  • Complete Due Diligences, develop MAPAs, Deal Notes.
  • Monitor implementation of activities and Deal Notes and conduct CLAs.
  • Provide the necessary support to value chain and other technical specialists and where necessary continue their recommended activities.
  • Engage with a broad range of Project stakeholders, including anchor firms, Sector Clusters, District Officers, Community Development Committees, Supply Chain Entities, and other Development Agencies as required.
  • Contribute to project activities, planning, reports, and deliverables.
  • Through regional directors’ work with the Export and Trade Promotion Manager and the Market Research Advisor to help various livestock agribusinesses identify and gain access to sources of financing.
  • Coordinate and liaise on behalf of the project with local officials and government departments
  • Able to travel to provinces as per need.
  • Other duties assigned by the supervisors

Job Requirement

  • Bachelor’s in economics, business, agriculture, veterinary or livestock with 4 years of relevant experience working with private sector and market system-based projects.
  • Good understand and experience in livestock value chains.
  • Having knowledge of developing concept notes and design of activities.
  • Experience in organizing meetings, events, workshops
  • Fluent in English, Pashto and Dari.
  • Priority will be given to the local residence.
