NRC Afghanistan established operations in 2003, and currently maintains five area offices in Balkh, Hirat, Kabul, Kandahar, and Nangarhar, as well as field offices in hard-to-reach, displacement-affected provinces: Badghis, Faryab, Khost, Kunar, Kunduz, Nimroz, Sar-e Pul, and Uruzgan. NRC employs over 1,400 staff in Afghanistan, and works through direct implementation of programmes, to provide both emergency response and durable solutions for internally displaced Afghans, as well as returning Afghan refugees, and Waziristan refugees in southeastern Afghanistan. Overview of the position: The purpose of the Shelter Officer position is to liaise and work closely with Shelter department in implementing the Shelter projects including emergency projects and normal projects. Moreover, The Shelter officer position is mainly focussed on the implementing of projects and supervise the Shelter technical assistants by providing support and delivering monthly work plan, assessment plan and leading the team in large assessment in emergency situation, preparing monthly and weekly reports, site monitoring for quality check and quality assurance of shelter constructions in the urban, pre-urban and rural areas.
Job Description

Shelter officer will be responsible to ensure that the implementation of project on the site is as per approved log frame and M&E matrices also he or she should comply with all NRC tools.
Ensure adherence with NRC policies, tools, handbooks and guidelines
Implement delegated Shelter project portfolio according to plan of action
Prepare and develop status and monthly reports as required by management
Ensure proper filing of documents
Development of holistic and needs based programmes, including cash-based interventions and marked based programmes
Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
Promote and share ideas for technical improvement
Goal oriented and visionary
Having strong sense of responsibilities to NRC core values.
Knowledge and experience within a relevant situation or technical field and ideally a relevant vocational qualification
Specific responsibilities:
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
Development of holistic and needs based programmes, including cash-based interventions and marked based programmes
Have full understanding of all programs’ goals, objectives, implementation plan and expected result / output.
Manage all the phases of the Shelter and Settlement activities including but not limited to; beneficiary selection, project planning, field assistant, project implementation and evaluation.
Implement technical direction and ensure high technical quality of projects
Provide leadership to Shelter and Settlement technical assistants.
Liaise and collaborate with relevant local authorities and other key stakeholders.
Do performance appraisal of each Shelter and Settlement Technical assistant.
Participate in NRC staff and seminars and training, when scheduled.
Provision of the monthly plan for his/her team.
Keeping on track recording of training data and program documents.
Participate actively in project coordination meetings.
Coordinate closely his or her activities with Shelter and Settlement Coordinator
Assist her/his direct supervisor/PM on planning, organizing, facilitating and monitoring of projects.
Be willing to travel throughout the districts and other provinces, this is primarily a field position and will require physical activity in a range of demanding natural environments and conditions.
Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses
Ensure the inclusion of cash-based interventions and marked based programmes in country and are-based strategies and their implantation across and within NRC’s core competencies.

Job Requirement
Minimum 3 years of experience from working as a Project Officer in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Technical Shelter and Settlement expertise
Documented results related to the position’s responsibilities
Knowledge of cash-based interventions and market based pgrogrammes
English knowledge
Knowledge of cash-based interventions and market based programmes.
Context/ Specific skills, knowledge and experience:
Education: Civil Engineer Degree / construction
Demonstrated experience in conducting rapid emergency assessments in projects.
Experience in working in insecure/conflict environments.
Manage time effectively, prioritizing tasks and able to work to deadlines.
Good cultural, social, political and security knowledge of the area.
Proven communication, interpersonal and negotiation skills with strong experience.
Computer skills. Able to work productively in periods of high stress and activity.
A sense of humour.
Work confidently within a group.
Able to act on initiative, identify opportunities & proactive in putting forward ideas & solutions
Maintains effective performance under pressure
Able to decide what steps are needed to achieve particular goals and then implement these.
Good cultural, social, political and security knowledge of the area.
