We work in 6 thematic areas across the triple nexus of relief, peace and development. Supported by lobby and advocacy activities, these areas include: health care, inclusive peace, security & justice, humanitarian aid, resilience & livelihoods and private sector development. We provide programmatic leadership and require that our operations and those of our local partners are implemented to the highest standards complemented with knowledge generation that incorporates best practices and lessons learned.
Job Description
Background Information - Job-specific
The Afghanistan health system has made considerable progress, and the health indicators have also significantly improved between 2003 and 2020. The key enablers for the health sector's improvements have seen strong local stewardship, sound and stable policy frameworks, prioritization of investments in primary care, and BPHS and EPHS implementation. However, the COVID-19 outbreak poses a significant challenge to the country that is already struggling with deep-seated poverty and long-running conflict and political instability. The implications of existing conflict and the newly emerged COVID-19 crisis go deeper than stats and figures, resulting in long-lasting damage to the physical, mental, social, and economic well-being of individuals, families, and communities.
To contribute to the health response in mitigating the COVID-19 outbreak and reducing related morbidity and mortality, Cordaid has been mobilizing resources to implement cost-effective and high impact interventions in the country. The organization has been implementing COVID-19 Response Projects in the country, including an EU funded Project to strengthen Afghanistan's COVID-19 response in partnership with Agha Khan Foundation (AKF) to cover C-19 response in 16 provinces. Cordaid, with its local partners, is implementing the project planned activities in 8 out of the 16 target provinces.
To reduce further spread of the virus and decrease morbidity and mortality among resident of Afghanistan during the COVID-19 crisis, Cordaid plans to implement the project in Herat, Nangarhar, Kandahar, Nimroz and Paktya to be linked and supplement the existing EU supported COVID-19 Response Project being implemented by Cordaid in eight provinces, including the above-mentioned provinces.
This position's incumbent is mainly responsible for the day-to-day implementation of the project activities at provincial level, including overseeing project staff (trainers and community mobilizers) activities and assisting capacity-building efforts in cooperation and coordination with key stakeholders and community at target province(s).
Functional Responsibilities
- Maintain a broad network of relationships, cooperation, and coordination with provincial MoPH and other partners, including BPHS and EPHS implementing NGO for better results at the area of responsibility,
- Monitor progress of the project, provide on-time and practical feedback to the technical staff, and maintain established follow up mechanisms to ensure set targets and objectives are achieved
- Make sure the community is aware and fully engaged in the implementation of the project
- Contribute to the development and follow up of provincial action plans for control of COVID-19,
- Identify and report problems that interfere in achieving project targets and make suggestions for improvement of the project,
- Submit timely and accurate monthly and quarterly reports as required,
- Undertake regular visits to the field,
- Strengthen the capacity of staff by assessing their technical needs, creating action plans, and assisting assigned trainers in the implementation of those plans,
- Perform other duties as assigned by the supervisor.

Support Effective Security in the Field
- Work closely with the Country Security team to ensure that security policies, procedures, practices, and capacities support "direct implementation" in the field, considering the need to deliver quality services to people, families, and communities while facilitating "Duty of Care" for Cordaid staff,
- Assist working closely with communities supported by programs and projects implemented by Cordaid in developing effective mechanisms to prevent and resolve (potential) conflicts and harm to Cordaid staff expediently and effectively,
- Support preventing incidents through "community acceptance" and resolve incidents through "community engagement".
Contribute to Knowledge Management and Innovation
- Contribute to the development and introduction of innovation to ensure Cordaid is continually incorporating best practice approaches in Country Office operations,
- Contribute to disseminating and sharing best practices and lessons learned for corporate development planning and knowledge building and contributing to relevant Communities of Experts and Communities of Practice accordingly,
- Undertake other duties as may be assigned by the supervisor and Cordaid Management.
Job Requirement
Education/Experience/Language requirements
- University degree in medicine (Medical doctor)
- At least three years of relevant experience in the field of public health management
- Understanding of Afghanistan's health sector and key players
- Excellent oral and written communication skills in local languages and English
