Afghanistan has made progress in the last fifteen years, but still has among the worst universal health coverage (UHC) in the world and is still struggling to extend access to basic health and nutrition services. Tools are needed that can empower poor families to take control over children’s and mothers’ health care. The Ministry of Public Health (MoPH) in Afghanistan still uses separate records for birth registration, pregnancy monitoring, birth monitoring, vaccination, growth monitoring, and childhood illness monitoring. There is no document that is owned by the family that records the mother and child’s trajectory from pregnancy through delivery and the first year of life. Since January 2016, the MoPH, the Japan International Cooperation Agency (JICA), United Nations Children’s Fund (UNICEF), the World Health Organization (WHO), and other partners have been working together to develop Afghanistan’s first-ever integrated home-based handheld personal maternal, child, health and nutrition record. A prototype, the Afghanistan MCH Handbook (MCH-HB) has recently been developed and evaluated. The MoPH is now ready to scale up the MCH-HB across the 34 provinces in Afghanistan.
Job Description
Under the overall supervision of the MCH-HB Project Manager, the MCH-HB Project Provincial Coordinator will provide technical inputs on MCH-HB scale-up project activities in close collaboration with the RMNCAHD, Provincial Public Health Directorates, and implementing NGOs.
She/he will directly report to PPHD and MCH-HB Project Manager and will be a full-time staff member of the PPHD. She/he will provide technical support and monitor the timely implementation of MCH-HB project activities according to the project implementation plan.
The position holder needs to provide technical inputs to orient the Provincial Public Health Directorates and BPHS implementers for the timely implementation, monitoring, and supervision of the project. The post holder should be willing to travel to field/provinces. She/he should ensure timely provision of information and reporting to, the PPHD and MCH-HB Project Manager.
Key Responsibilities:
Coordination and Management of Scale-up
Coordinate with the PPHOs, implementer NGO and other stakeholders at the provincial level and ensure smooth implementation of the project.
Provide updates in the RMNCAH sub-committee and HFs in charge meeting as a regular agenda, as well as in the PHCC meetings.
Prepare monthly, quarterly and annual work plans linked to the project implementation plan.
Conduct quarterly project review meetings.
Support PPHOs and implementing NGO team on implementation of MCH-HB.
Training:
Use the MCH HB training guide to train the PHO team and implementing NGO technical team in their training and supportive supervision role.
Timely implementation of training and orientation sessions for a health care providers, CHW/CHS, and Provincial Health Managers.
Conduct post-training follow-up sessions in health facilities.
Supplies and distribution:
Use the ‘supplies’ MCH-HB SOP to train PPHO and implementing GNO team in their supplies and distribution role.
Follow up of timely distribution of MCH HB and supplies to the health facilities.
Update project management team on distribution of MCH HB and stock outs in related HFs.
Monitoring and data reporting:
Conduct regular monitoring to ensure quality implementation of MCH-HB project.
Provide written feedback to the HFs and implementing NGO and develop action plan against monitoring findings.
Provide monthly progress report of the project using the standard template.
Provide data as per requirement of MCH-HB dashboard.

Job Requirement
- Academic Requirements: Medical Doctor;
- Relevant knowledge of the Afghanistan health system, BPHS/EPHS program, MCH-HB implementation, national RMNCAHD strategic priorities;
- Experience: At least three years professional experience in the area of maternal and child health, preferably in the area of capacity building, project management, monitoring, and supervision, as well as proven experience in implementing health projects;
- Languages: Fluency in speaking Dari, Pashto, and English languages as well as professional business writing skills
- Computer skills: Proficiency in Microsoft Office software applications and data analysis software
- Female candidates are prefereble
