Job Description

Overview:
Jhpiego is seeking Medical Specialists to provide technical guidance and support for several newly
awarded COVID-19 projects. In Afghanistan, Jhpiego supports the Government of Afghanistan to treat
patients that are severely ill with COVID-19. A significant area of focus of our work is accelerating and
strengthening the technical and operational capacity of local healthcare workers to provide complex
care for severely ill COVID-19 patients.
The Medical Specialist will be responsible for ensuring technical and operational rigor in the planning
and scaled execution of COVID-19 response projects being implemented at the national, regional, and
facility level. This includes assisting the clinical response to COVID 19 in treatment centers and
improving coordination and communication amongst frontline health workers impacted and engaged in
hot zone districts. Additionally, liaising with GoA staff, other partners and donors regarding technical
strategy, monitoring and evaluation of project milestones and targets. This position is only open to
Afghan nationals.


Responsibilities:
 Provide technical advice, guidance and support for the implementation of clinical response,
coordination and communication
 Help the GOA and frontline health workers to identify solutions to implementation challenges
 Represent the project to stakeholders
 Build close working relationships with key stakeholders
 Ensure high-quality training of clinical mentors and frontline health workers
 Provide mentorship support to COVID 19 Treatment center staff through a Community of Practice,
including facilitation of case discussions
 Ensure data collection and reporting tools are implemented consistently
 Contribute to program reporting and related documentation needs for assigned technical areas
 Participate in stakeholder meetings and deliver presentations, as needed
 Adapt topics to be cover in the COVID-19 managing HFs
 Develop and adapt training materials and translated into local languages
 Develop curriculum for basic Emergency and ICU management
 Other duties, as assigned

Job Requirement

Clinical degree in medicine; post-graduate training in emergency medicine or infectious diseases
preferred; 5 or more years of relevant work experience in Afghanistan

 Experience with complex respiratory care and ICU management.
 Prior experience in public health program implementation
 Experience of working in COVID-19 HFs is an advantage
 Experience in disease outbreak response and familiarity of IHR (2005) is an advantage
Required Abilities/Skills:
o Familiarity with Afghanistan health systems and reporting structure and demonstrated ability to
collaborate with government level officials to strengthen program implementation
o Demonstrated ability in working and collaborating with a wide range of local and international
partner organizations
o Excellent skills in clinical decision making, facilitation, team building and coordination
o Excellent writing and communications skills
o Ability to work effectively with diverse international teams and willingness to learn and empower
others
o Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure
to perform
o Ability and willingness to travel frequently to implementation regions and health facilities including
COVID-19 treatment centers
o References will be required.
