About Jhpiego: Urban Health Initiative The USAID funded Urban Health Initiative (UHI) Program’s goal is to improve health outcomes of people living in urban areas, particularly focusing on the health of women and children and other vulnerable populations. Interventions aim to increase demand, access and quality of health services. Lead by Jhpiego and implemented by a dynamic consortium of organizations, UHI is implemented in five cities in Afghanistan – Kabul, Herat, Mazar-e-Sharif, Jalalabad and Kandahar.
Job Description
Clinical Specialists/Mentors will be based in each of the nahias/cities and will work in a team to
implement integrated whole team, on-site mentoring to improve the quality of care and strengthen
delivery of health services at selected Tertiary, Secondary, and Primary Health Facilities (Public and
Private).
Advocate for mentorship and negotiate with hospital / facility management for buy-in to onsite
mentoring and quality improvement
• Provide technical support to implementation of TB interventions at the health facility and
community levels.
• Support the program on Urban DOTs.
• Support the program on MDR-TB
• Strengthen referral of TB
• Support active engagement of private sector.
• Support formation of facility quality improvement team and selection of onsite clinical
representative for mentorship program
• Facilitate initial assessment, analysis and action plan for improvement of service delivery and data
strengthening TB service delivery
• Develop detailed mentoring schedule for routine visits to each facility including: service delivery
improvement plan follows up, learning activities and data review
• Support preparation for learning sessions (e.g. training supplies, care of models, commodities,
learning tools)
• Facilitate monthly mentoring visits for quality improvement, learning and data strengthening
Role model behavior and practices (e.g. respectful maternity care) and provision of clinical care and
services
• Work closely with MNH and EPI clinical specialist to strengthen the quality of services in each
Nahia/Cluster
Work with onsite clinical for mentorship program to plan for on-site practice
• Coordinate mobile phone-based mentoring to service providers and support practice of skills
• Support facility team to discuss and analyses data and submit data every month
• Ensure adequate and organized record keeping of activities including mentoring plans,
implementation progress, mentoring visits
• Share records with relevant stakeholders and supervisors as needed
• Write and submit timely reports as required including key issues, achievements, successes,
challenges and lessons learned
• Coordinate with other relevant project activities e.g. community engagement, leadership and
governance
• Coordinate with clinical advisors for MNH and nutrition clinical interventions
• Provide regular feedback of the planned activities and issues as they arise (e.g. daily and
weekly)
• Participate in routine progress review and data presentations identifying trends and adapting
as needed .
• Provide strategic clinical COVID support to private and public health facilities regarding
COVID-19 management.
• Do training need assessment over targeted HFs staff for COVID support purpose.
• Conduct class-based training based on project work plan for COVID hospitals staff.

• Provide planned learning sessions regarding COVID-19 screening, case management, complication
management, respiratory support, oxygen therapy, mechanical ventilator and other relevant topics
for full package hospitals staff to empower staff for provision quality service for COVID-19 patients.
• Provide clinical support (coaching) to COVID hospitals staff in OPD and bedside support in EW, GW,
HDU and ICU.
• Do checkout of mentees in hospitals whom completed the competency-based learning sessions.
• Provide clinical support (orientation) to essential HFs regarding screening, case management, IPC,
Triage.
• Accomplishing regular direct observation based on weekly plan to full package and essential HFs
COVID service delivery progress and provide coaching to staff.
• Do need assessment and estimating the COVID consumable commodities and IPC materials for full
package and essential HFs.
• Supply COVID consumable commodities, IPC, IEC, printing (register books and formats) materials
based on HFs need.
• Ensure the rational consumption of COVID consumable commodities and IPC materials in HFs.
• Collect weekly and monthly COVID data based on available documents and records in HFs
Send the weekly and monthly report to supervisor.
• Do frequent cross check over weekly, monthly report data and HFs registers and patients’ files for
assuring the data accuracy & consistency.
• Do regular need assessment of oxygen need in full package hospitals and send the requests to
supervisor.

Job Requirement
Graduate degree – Internal medicine specialist with at least 5 years’ clinical experience in TB and
COVID program.
• Previous experience with conducting competency-based trainings and providing supportive
supervision is advantageous
Abilities/Skills:
• Ability to work successfully in teams, across a diverse team in a complex environment with multiple
tasks, short deadlines and intense pressure to perform
• Strong skills in facilitation, team building and coordination
• Excellent interpersonal and communication skills including strong writing, analytical and
communication skills in Dari, Pashtu and English (preferable)
• Experience working with Microsoft Office software applications (Excel, Word, Outlook Explorer,
Power Point) is advantageous
