Job Description
Major Duties and Responsibilities
Supervisory Tasks
Act as a focal point for the employment program implemented by disability program and will be responsible for supervision of staff working with the employment support program.
Coordinate with the team and frequently monitor the Loan and business development vocational training activities in the field, at least 50% of time should be in the field
Technical Tasks
Make sure livelihood program for people with disabilities implemented as per the approved work plan. The key activities such as revolving loan, vocational training and other livelihood activities should be followed up properly.
Provide technical support to the Employment Support Assistant, CBR workers and other team members as per requirement
Overall responsible for Maintaining a well functional and responsive database for loan and vocational training beneficiaries.
To prepare technical reports and compile the reports received from the field and submit to CBR senior officer
Conduct baseline study in the Disability Program Target /Operational areas and identify Persons with disabilities to be targeted for the skills training to participate in the household livelihood activities
Conduct the labor market surveys in each sector to identify the potential trades for training of the target group for business development purpose.
Provide/contract the venues for the group vocational training according to the NAC- Procurement rules and policies.
Coordinate procurement of the VT materials & equipment’s with Procurement unit in RMO and to supply the same to the VT centers
Support M&E in the Development/Designing of tracer mechanism of the loan holders and VT graduates to realize the socio-economic changes in the Life’s of Person with disabilities.
Provide/Support Business Development training to Vocational training graduates and as well to Loan beneficiaries.
Closely work with VT trainers to develop Vocational Training syllabus and Curriculum.
Follow up loan and Vocational Training activities
Develop a Good tracking/operation system for the Loan in the field beside the Loan database.
To facilitate the screening process of new loan applications.
Facilitate the establishment of Service/ Producers Group and develop the groups working roles and operational structure.
Facilitate Market feasibility study, develop efficient marketing strategies (with P/S Groups and Loan holders) and ensure the quality of product according to the target market standard.
Extend support in Recruitment of Business coach for providing technically support to the Service and Producer group for running businesses smoothly and efficiently
Establish strong linkages between the PGs and enterprises or some other resources that can help the group to sale their products.
To make annual needs assessments for various business-related training courses and submit them to Senior Supervisor.
To collect data, make analysis and write narrative reports regarding his/her activities on a monthly basis and advice Senior Supervisor Community Based Rehabilitation (CBR) for broadening of the annual work plan/action plan whenever needed.
To assist Senior Supervisor Community Based Rehabilitation (CBR) officer in the preparation of work plan, budget, and reports.
Implement the marketing training/market linkage manual for the VT trainees and as well as to loan holders.
Analyze and process the bad loan cases for write off in consultation with CBR supervisor. Physically go to the field or ask employment support assistant officer to verify loan defaulters through interview with their guarantors.
Participate in planning and budgets development process related to livelihoods/VT and Loan
Work to ensure that the Program incorporates M&E results and lessons learnt from field operations to improve and develop program implementation strategies, methodologies, and results
Collect and disseminate good practice regarding vocational training, business development and revolving loans on a local, national, and international level.
Assist the senior Employment Support officer on time to time review all the tools for Labor market demand studies, Tracer study, baseline, and assessment etc.…Introduce and orient the field staff and vocational trainers on the existed tools to be used during the vocational trainings….
Regularly follow up employment support section budget proper utilization
Facilitate enterprises visits to the training centers and production centers and ensure that there is an effective exchange of knowledge and ensure that the enterprises are willing to hire and to work with the beneficiaries after the training period.
Create Mutual Coordination on the Project Implementation with key stakeholders such as DoLSA, DMD, DPOs, Youth Associations, DoWA and other NGOs…
Financial Tasks
To assist the finance section in distribution of incentive and wages to VT trainees and trainers
To collect/compiled loan instalments form CBRWs/ Employment Support Assistant.
To distribute loans to new loan clients in consultation with the personnel concerned of NAC
To assist the senior supervisor CBR and Disability Project Manager in the budget preparations, follow up, revisions and to secure accountable practices according to financial regulations
Make sure to maintain a well-balanced/matched loan record within the finance section and as well in the field.
Trainings Tasks
Conduct the Business development/CEFE (Competency based Economy through Formation of Enterprises) training to the target groups.
Tasks of inter organizational relations
Promote gender equality, non-discrimination regarding ethnic, political, and religious background
To participate actively in workshops, seminars & conference organized by the NAC management
Promotes good coordination with other NAC projects, all RMOs units and other units/departments at RMOs and KMO especially Disability MU regarding project planning, budgeting and other related issues.
Tasks of relation with external agencies
Maintain good cooperative relations with the national and provincial authorities, UN agencies, NGOs and other stakeholders, Local councils, and civil society
To participate actively in ensuring broad understanding and acceptance by local communities of the Disability projects and NAC in general
To actively ensure community participation in DISABILITY PROGRAMME projects
Miscellaneous Tasks
To actively contribute to the successful development and good reputation of the NAC
To do any other duties assigned by the Head of RMO and Disability Project Manager.
