Job Description
1. Background
The Afghan Empowerment and Humanitarian Development Association (AEHDA) is dedicated to empowering marginalized communities in Afghanistan, particularly through healthcare, education, and psychosocial support. AEHDA’s MHPSS project focuses on addressing the mental health needs of vulnerable Afghan women and girls, especially those affected by conflict, displacement, and socio-political challenges. The M&E Officer will play a critical role in ensuring that AEHDA’s MHPSS project is effective, efficient, and impactful by monitoring project progress and evaluating outcomes.
2. Purpose of the Role
The M&E Officer will be responsible for developing and implementing the Monitoring and Evaluation (M&E) framework for the MHPSS project, ensuring that data is collected, analyzed, and reported to assess project progress and outcomes. The role involves working closely with the Project Manager and other team members to track performance, identify challenges, and support evidence-based decision-making to improve the quality of services.
3. Key Responsibilities
M&E Framework Development and Implementation
- Develop a comprehensive M&E plan for the MHPSS project, in line with AEHDA’s overall monitoring and evaluation strategy.
- Define key performance indicators (KPIs) for all project activities, ensuring that these indicators align with the project's objectives and expected outcomes.
- Design and implement a data collection system that ensures the timely collection, management, and analysis of project data.
Data Collection and Analysis
- Conduct regular data collection activities, including surveys, focus group discussions, and interviews, ensuring data is accurate, complete, and gathered in a timely manner.
- Implement qualitative and quantitative data analysis methods to assess the effectiveness of project activities, including psychological first aid, counseling, community engagement, and outreach programs.
- Analyze trends and patterns in data to measure project progress and identify areas for improvement.
Reporting and Documentation
- Prepare regular M&E reports for internal and external stakeholders, including AEHDA’s senior management, donors, and project partners.
- Ensure that all M&E reports are clear, comprehensive, and timely, and that they highlight successes, challenges, and recommendations for future improvements.
- Maintain a centralized M&E database to track project indicators and provide ongoing feedback to project teams on performance.
Monitoring and Support to Field Activities
- Monitor field activities to ensure adherence to M&E procedures and protocols, and that data collection is conducted according to project requirements.
- Provide technical support and training to field staff and community health workers on M&E best practices, data collection methods, and reporting tools.
- Conduct field visits to observe activities and assess the quality of services being delivered, ensuring that data collected aligns with programmatic objectives.
Evaluation and Learning
- Support the design and implementation of project evaluations (mid-term and final) to assess the overall impact of the MHPSS project.
- Provide feedback and insights from evaluations to inform decision-making and to strengthen the project's impact and effectiveness.
- Promote a culture of learning within the project team by facilitating discussions around M&E findings and best practices.
Coordination and Collaboration
- Work closely with the Project Manager, Program Director, and other AEHDA team members to ensure that M&E findings are incorporated into project planning and decision-making.
- Coordinate with external stakeholders, including local partners, donors, and government agencies, to share M&E results and ensure that the project is aligned with relevant policies and standards.
4.Working Conditions
- Location: The position is based in Kabul and Zabul with a hybrid work arrangement.
- Travel: The role will require occasional travel to field sites in Zabul and other project locations.
- Security: The M&E Officer will be required to follow AEHDA’s security protocols and work in accordance with safety guidelines, especially in high-risk areas.
5. PSEA Policy
AEHDA enforces a strict zero-tolerance policy for Sexual Exploitation and Abuse (SEA). AEHDA does not tolerate any form of sexual misconduct, and all potential candidates will undergo thorough background checks and vetting processes.
Job Requirement
1. Qualifications and Experience
- Education: Bachelor’s degree in Social Sciences, Medical , MHPSS, Public Health, or a related field. A Master’s degree in a relevant discipline is an advantage.
- Experience: At least 5 years of experience in Monitoring and Evaluation, preferably in the health, humanitarian, or development sector. Experience working with MHPSS programs is a plus.
- Technical Skills: Strong knowledge of M&E methodologies, data collection tools, and data analysis techniques. Proficiency in data analysis software such as SPSS, STATA, or Excel.
- Language: Fluency in Pashto , Dari; English proficiency is highly desirable.
- Skills: Strong analytical skills, attention to detail, excellent communication and report-writing skills, ability to work independently and as part of a team.
2. Competencies
- Analytical Thinking: Ability to analyze complex data, identify trends, and make recommendations for improving project implementation.
- Communication: Strong communication skills, both written and verbal, with the ability to present M&E findings in a clear and actionable manner.

- Attention to Detail: High level of attention to detail when collecting, analyzing, and reporting data.
- Collaboration: Ability to work effectively with diverse teams and stakeholders in a dynamic and complex environment.
- Adaptability: Ability to adapt M&E methods and approaches in response to changing project needs and conditions.
