Job Description

MAIN PURPOSE OF JOB:

  • The MSH-HIVA Project operates in ten provinces of Afghanistan: Badghis, Daikundi, Farah, Ghor, Helmand, Herat, Kandahar, Nimroz, Urozgan, and Zabul. This is a roving position designed to cover/follow the duties of any Clinical Mentor in these provinces when they are away/unavailable to ensure continuity and fill the gap.
  • Strengthen core competencies of health workers including referral-level professionals on essential care for every baby (ECEB), essential care for small babies (ECEB) (including Kangaroo Mother Care), sick newborn care, family planning (including long acting reversible contraceptives [LARC]), management of postpartum hemorrhage (PPH), pre-eclampsia and eclampsia (PEE) and safe C-Section surgery intervention, particularly surgeons, female obstetricians and gynecologists, medical doctors, midwives and nurses by integrating respectful and gender-sensitive care in the TST approach, and on implementation of group care model (i.e. GANC and GPNC).
  • Implement the project activities particularly the High-Impact Value-Added (HIVA) interventions in the province to ensure quality services of clinical practices at health centers up to the provincial hospital level.
  • Understand and materialize the concept of teamwork into action through joint planning and implementation with NGO technical officers.
  • Conduct a comprehensive rapid assessment of the HFs in the provision of thematic services for which a clinical mentor is recruited in collaboration with NGO technical officers to identify strengths and areas for improvement.
  • Identify the gaps in service delivery, facilitate a root cause analysis with the clinical staff, and develop a practical performance improvement plan in collaboration with HF/Hospital Quality Improvement (QI) committee members.
  • Initiate and conduct mentoring and coaching visits for providing capacity-building support/mentorship to the healthcare providers in the provision of thematic services for which a clinical mentor is recruited to improve the quality of healthcare and increase access to quality health and nutrition services in the targeted community.
  • Develop and implement a monthly work plan for the improvement of clinical and non-clinical weaknesses observed in the targeted HFs
  • Implement the Quality Improvement program using the revised/short version HQIP tool ensuring adherence to established standards and procedures.
  • Disseminate and ensure appropriate implementation of QI standards and procedures.
  • Assist in the implementation of alternative capacity-building approaches, such as peer-to-peer mentoring visits and formal competency-based training, in collaboration with provincial stakeholders, to bolster compliance with standards and enhance service delivery.
  • Establish/Strengthen Quality Improvement (QI) committees and organize monthly meetings
  • Establish/strengthen MPDSR and facilitate monthly review of maternal and neonatal deaths and stillbirths.
  • Build competency of health providers on the use and maintenance of advanced equipment (Ultrasound, warmers, etc.)
  • Introduce and implement AIM-S bundle and GANC/GPNC approach in targeted HFs
  • Assist Health Care Providers (HCP), build their competencies and certify their competencies by applying competency evaluation checklists on :
  • Providing essential care g for newborn infants until discharge (including reanimation of newborn with asphyxia)
  • Providing prenatal care for high-risk pregnancies
  • Assisting in Management of premature or complicated deliveries and complications.
  • Care for infants’ nutrition to ensure optimal growth and development.
  • Assist with medications and treat infants born with infections.
  • pursuing the application and compliance of the new standards
  • Work in collaboration with other partners in the area of quality improvement systems in the health sector.
  • Participate in technical working groups as required in the province.
  • Produce and submit timely monthly and quarterly reports.
  • Carefully document the “HF QI progress sheet” for each activity/result undertaken per health center visited, and effectively circulate it to ensure data use by HIVA provincial manager, and any relevant stakeholders (NGO).

 

Major  Activities / Responsibilities:

  • Ensure that Health Care services provided by provincial health facilities comply with quality standards to ensure that services meet requirements of program and respectful care and meet client expectations and satisfaction.
  • Participate in the implementation of integrated, clinical mentorship system, and innovative approaches in selected health centers to continuously contribute to the improvement delivery of quality services.
  • To provide clinical and technical support to the health system to effectively and efficiently manage different dimensions of quality and participate in the operations and applied research and evaluation to constantly improve quality.
  • Participate in the implementation of quality improvement measurement framework, routine monitoring, and periodic assessment of continuous quality improvement and reporting progress.
  • Provide ongoing support to health facilities in continuous clinical mentorship, and strengthen teams in targeted health facility to guarantee sustainability of Quality Management across all services.
  • Participate in the capacity building of health providers to continuously improve their competencies to bridge performance gaps.
  • Support and follow up the collaborative improvements approach to reinforce the peer review process through sharing lessons learned and best practices adopted to continuously bridge performance gaps.
  • Participate in building a strong, transparent, and effective leadership for quality to support the institutionalization of quality standard setting, monitoring, and assessment in the day to day routine work
  • Report accurately and on time all data relevant to each specific approach (mentorship, AIM bundle, GANC/GPNC, Safe C-section surgery) and formal trainings performed as required; and share analysis of data with relevant stakeholders (QI committee members, AIM Action Committee members etc…)
  • Any additional work as assigned.
 

Job Requirement

REQUIRED MINIMUM EDUCATION:

  •  Specialist of oby/gyn, Bachelor’s degree in medicine or Midwives, master’s degree preferred.

 

REQUIRED MINIMUM EXPERIENCE:

  • Minimum of six (6) years' experience in implementing, clinical support, quality management, and advising health programs, or any other field related to health systems strengthening.
  • Previous experience in the implementation of Harmonized Quality Improvement Program (HQIP) or other tools equivalent to HQIP is preferred.
  • Experienced in working with development partners and at decentralized levels. Ability to train using a clinical mentoring approach.
  • Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, and Outlook.
  • Written and spoken fluency in Dari or Pashto, and English.
  • Willing to travel as necessary to the supported provinces and districts.

 

COMPETENCIES:

  • Excellent written and oral communication skills both in local languages and English. Excellent interpersonal skills; demonstrated ability to interact professionally with culturally diverse staff.
