Job Description
Purpose of the Role
Under the guidance and supervision of Country Director and Field Coordinator.
The Civil Engineer will be responsible for the day-to-day implementation of project activities, ensuring project activities progress, documentation, and proper commodities management. The Civil Engineer is responsible for designing and supervising infrastructure projects. Ensuring each project is feasible by analyzing local and environmental impacts and making sure that they can be completed on time.
- Flows study, technical request verification, BoQ and cost estimation.
- Lead the design process of rehabilitation/reconstruction works and repairs related but not limited to WASH services.
- Preparation of tender documents and assistance during tendering procedure.
Job Description:
- Flows study, technical request verification and cost estimation
Preliminary to the Design phase, the Consultancy shall conduct a flow study at the locations and for the requests of rehabilitation instructed by WeWorld Country Director and Field Coordinator.
- Design phase
During the design phase, the Consultancy shall coordinate with the relevant local and national authorities to guarantee the preparation and obtainment of all needed authorizations and documentation for the rehabilitation/construction needed.
The detailed design phase shall include and not be limited to:
- Evaluate the topographic survey, plans, and rehabilitation dossier from the local authorities.
- Evaluate detailed and typical drawings, including transversal profiles (cross sections) in georeferenced AutoCAD/GIS files, etc...
- Evaluate and verification of the specifications for various work components such as excavation, reinforced concrete works, concrete repairs, rehabilitation works, waterproofing if relevant, backfilling works, etc.
- Prepare detailed BoQ - bill of quantities- subdivided into identifiable and traceable chapters and sections.
- Verify and provide an estimation cost for the identified works, rehabilitation, etc.. on actual market study.
- Preparation of tender documents
The Consultancy is requested to prepare the tender documents for the procurement/construction/rehabilitation works according to the indication of WeWorld Program Manager following WeWorld procurement procedures within the scope of the tender documentation, the Consultancy shall prepare:
- Technical specifications of the works including all work components (excavation, reinforced concrete construction works, concrete repairs and rehabilitation works, waterproofing if relevant, backfilling works, etc.) as well as materials’ specifications.
- Detailed bill of quantities and preamble to the BOQ for each payable item
- Detailed tender drawings.
The Consultancy shall assist WeWorld Finance/Procurement unit during the tendering period and in the evaluation of the contractors’ bids and provide adequate support. Its role shall include and not be limited to:
- Answer the potential contractors’ questions and clarification requests.
- Assist to site visits and pre-bid meetings with potential contractors.
- Assist WeWorld in preparing any amendments or modifications needed during the tendering procedure.
- Assist WeWorld Finance/Procurement unit in the evaluation of the technical and financial offers
- Assist WeWorld Finance/Procurement unit in the preparation of the contract with the awarded contractor.
Job Requirement
Knowledge/Experience
- Master’s degree in civil engineering, Chemical Engineering, Mechanical Engineering, Environmental Engineering, Geology or a related field from an accredited academic institution with three years of relevant professional experience; or
- University degree in the above fields with five years of relevant professional experience.
- Experience in the design and implementation of WASH infrastructure, rehabilitation, and service in the country.
- Knowledge and Management of supplier contracts and technical requirements in the country.
- Strong interpersonal and teamwork skills, maintaining effective working relationships with people of diverse cultural and national backgrounds.
- Professionalism – understanding of the management and operations of development organizations. Demonstrated ability to apply good judgment in the context of assignments given.
- Planning & Organizing - Ability to plan own work and manage conflicting priorities.
- Communications - Good communication (spoken and written) skills, including ability to explain and present program related information/requirements and prepare written documents/communications in a clear and concise way.
- Technology Awareness – Good computer skills using Word, Excel, PowerPoint and engineering programs.
- Teamwork - Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
- Knowledge of developing proposals and budgets will be an advantage.
- Fluency in Dari and Pashtoo, and excellent in English (listening, reading, writing, and speaking).
- Ability to multi-task, be flexible, and effectively lead the team in pressure working environment.
- Extensive experience in capacity building through conducting training sessions.
- High proficiency in Microsoft Office 365 (especially Excel, Word and Outlook) is mandatory.
- Good analytical and writing skills and good capacity to produce high-quality reports in English is mandatory.
- Demonstrated experience in complying with PSEA and Child Safeguarding policies is preferred.
- Ability to independently organize work and prioritize tasks but also to work as part of a team.
