Job Description

Job Purpose:

The Project Manager is responsible for overseeing the entire iron mining project, from exploration to processing, ensuring all project phases are executed efficiently and in compliance with regulatory, environmental, and safety standards. The role involves managing technical operations, budgeting, risk management, stakeholder relations, and ensuring timely delivery of project milestones. The Project Manager will coordinate the work of various teams, report on project progress to senior management, and drive the project towards achieving commercial objectives.

 

Main Duties and Responsibilities:

Technical Responsibilities:

    • Lead the planning, implementation, and management of the entire iron mining project, ensuring all technical and operational phases are in line with project goals.
    • Oversee the exploration and feasibility studies, including resource and reserve estimations, and ensure the commercial viability of the project is accurately assessed.
    • Develop and monitor the project timeline, ensuring all activities stay on schedule and within scope.
    • Assist in the establishment and operational management of the Iron Processing Factory, ensuring that production targets are met and maintained in compliance with industry standards.
    • Ensure the factory’s equipment, technology, and processing methods are optimized for efficiency and cost-effectiveness.
    • Implement and manage health and safety procedures on-site, ensuring strict compliance with safety regulations.
    • Collaborate with environmental teams to develop and implement environmental protection plans, with regular reporting to NEPA (National Environmental Protection Agency) as required.
    • Identify potential risks to the project and develop mitigation strategies to minimize operational, financial, and safety risks.
    • Monitor and manage project performance against key performance indicators (KPIs), ensuring profitability and adherence to budgetary constraints.
    • Ensure compliance with all applicable mining laws, regulations, and procedures, particularly those related to iron mining and processing.
    • Regularly engage with regulatory bodies such as the Ministry of Mines and Petroleum and other stakeholders to maintain compliance and operational approvals.
    • Maintain effective relationships with key stakeholders, including contractors, governmental bodies, and local communities.
    • Oversee the management of social affairs at the mine site, ensuring community issues and disputes are resolved in alignment with the project’s social responsibility objectives.
    • Assist in the preparation of marketing strategies for iron ore and contribute to the development of distribution plans for the final product, ensuring timely delivery to the market.

 

Administrative Responsibilities:

    • Provide regular updates and reports to the Director of Projects and the Kabul office, detailing project progress, financial performance, and key operational challenges.
    • Ensure clear and open communication across all departments involved in the project, facilitating teamwork and collaboration.
    • Develop and manage the project budget, ensuring all financial objectives are met.
    • Monitor project expenditures, identifying opportunities for cost savings and adjusting financial strategies as needed.
    • Lead the project team, fostering a productive and collaborative work environment.
    • Identify training and development opportunities for team members to enhance their skills and align with project needs.
    • Manage and allocate resources, including personnel, equipment, and materials, ensuring optimal use of project assets.
    • Control project expenses and ensure that resources are used efficiently to meet budgetary goals.
    • Ensure that operational standards are met and maintained across all phases of the project.
    • Uphold high standards of safety, environmental compliance, and operational excellence throughout the project lifecycle.
    • Proactively identify and resolve any problems or challenges that may impact project delivery, ensuring that potential risks are mitigated before they escalate.

Job Requirement

Education:

  • Bachelor’s Degree in Project Management, Mining Engineering, or a related field, (Master Preferred)
  • Master’s Degree in Project Management, Mining Engineering, or Business Administration is preferred.

 

Experience:

  • Minimum of 8-10 years of experience managing large-scale mining projects, with at least 5 years in a senior project management role.
  • Strong experience in iron ore mining and processing, including managing exploration, production, and factory operations.
  • Proven experience in budgeting, financial control, and project risk management.
  • In-depth knowledge of Afghanistan's mining laws and regulatory environment or similar international regulations.

 

Technical Skills:

  • Expertise in mining exploration, resource estimation, feasibility studies, and project lifecycle management.
  • Strong understanding of health and safety regulations in mining operations, including environmental protection.
  • Knowledge of iron ore processing technologies and plant management.
  • Experience with financial modeling, budget management, and cost-saving initiatives within project settings.

 

Administrative & Managerial Skills:

  • Strong leadership skills with the ability to manage cross-functional teams and coordinate multiple stakeholders.
  • Excellent communication skills, both verbal and written, for reporting and stakeholder engagement.
  • Proven ability to manage budgets and financial performance, ensuring the project meets profitability targets.
  • Strong problem-solving and decision-making abilities, with the ability to foresee risks and develop effective solutions.
