Job Description

MAIN PURPOSE OF JOB: 

Implements and supports the performance improvement approach and strategy for the project within a province. Working with HER implementer NGOs technical staff fills the gaps and improve the performance of target HFs staff based on performance improvement strategies and activities.

 

Major Activities / Responsibilities:

  • Implement the project activities in the province to ensure quality services at health facilities, HPs up to the provincial hospital level.
  • Coordinate all project related activities with local authorities and represent MSH in the meetings and events
  • Joint planning with NGO technical officers for mentorship and project activities.
  • Make sure the QICs are functional and peer-peer learning takes place at HFs.
  • Identify the gaps, facilitate a root cause analysis with the HF staff, and development of performance improvement plan.
  • Regular visit from target HPs and follow up the CHAMT and other community based activities  
  • Conduct mentorship sessions focused on evaluation and Patient Competency for the TB and pharmaceutical topics
  • Close coordination and follow-up with HER implementer NGOs for any TB Training, documentation of payments for HF staff and CHWs for TB interventions (TB confirm case payment and sample transportation)
  • To follow with the provincial pharmacy officers of NGO to enter the medicine consumption data of HFs into mSupply in the provincial warehouse
  • Support the HF pharmacist to know how to quantify the medicine and consumables to order from NGO provincial stocks
  • Support regional Performance Management Advisor on conducting provincial performance review workshops including coordination with SPs and UNICEF. 
  • Participate in the performance review workshop and contribute to discussion on root cause analysis and development of PIP. 
  • Support regional Performance Management Advisor on tracking the progress of PIP at the HF level. 
  • Data quality check using the DQA checklist at the HF level on monthly basis (one HF/ month)
  • Data collection, data entry data reporting for related activities (Mentorship, GANC, QIC, AIMs...)
  • Training data entry, if any training is conducted at the province
  • Develop a monthly work plan for improvement of clinical and non-clinical weaknesses observed in the targeted HFs
  • Produce and submit timely monthly and quarterly reports.
  • Carefully document the “HF QI progress sheet” for each activity/result undertaken per health center visited
  • Initiate and prepare success stories from project implementation.
  • Close coordination with Central advisors for TB, Pharmacy and  ME for related interventions
  • Carry out additional responsibilities as may be needed or assigned.
 

Job Requirement

REQUIRED MINIMUM EDUCATION:

  • Medical degree
  • A master’s degree in public health or a relevant area is preferred.

 

REQUIRED MINIMUM EXPERIENCE:

  • 6 years of experience in implementing and evaluating TB and pharmacy thematic areas  programs at BPHS/EPHS health facility, and community levels.
  • Specific experience in TB services management and Pharmacy management
  • Previous training or mentoring experience is a plus.

 

KNOWLEDGE AND SKILLS:

  • Experience and knowledge of the limitations of the Afghan healthcare system to deliver quality health services, preferably in a thematic area: Reproductive, Maternal, Newborn, and TB.
  • Expertise knowledge in a thematic area (MoPH policies, guidelines, SoPs, best practices, high-impact interventions, related Community-based programs) and knowledge of integration of care
  • Acquired mentoring skills are preferred, and mandatory for RMNH&FP and TB
  • A strong willingness to mentor health providers to help them improve their performance and get results
  • Strong analytical and computer skills (Word, Excel, PowerPoint, web-based research). Ability to use Excel spreadsheet and extract selected data. Skill in using data for decision-making preferred
  • Demonstrated experience collaborating with a range of counterparts at the regional and provincial levels that leads to technically sound and productive healthcare interventions
  • Awareness of barriers to women’s access to health and ability to demonstrate gender sensitivity

COMPETENCIES:

  • Excellent written and oral communication skills in local languages and English
  • Excellent interpersonal skills: demonstrated ability to interact professionally with culturally diverse staff. Mentoring experience is a plus and is mandatory for TB and Pharmacy is mandatory.
  • Experience in training and supervision of BPHS components.
