Job Description

Purpose of Job:

The Food Security and Livelihood (FSL) Officer is responsible for the daily technical planning, implementation, supervision, monitoring, and reporting of FSL activities include of agriculture, livestock, unconditional cash and conduction of training under Nexus Accelerator Fund (NAF) project funded by WV-Canada and for ensuring proper coordination with stakeholders. S/he will be responsible for timeously implementation and reporting of agriculture and livestock assistance activities in the respective targeting areas of the project.

 The FSL officer will liaise closely with FSL sector lead of WVA for technical backstopping support throughout the project period. The incumbent will be responsible for providing supervision to Community Based Facilitators/CBFs. H/She performs under the leadership of project coordinator and guidance of Zonal Manager.

KEY RESPONSIBILITES:

  1. Technical Support and Guidance 
  • beneficiary selection, beneficiary verification and beneficiary registration with MEAL unit and project manager
  • Provide relevant technical guidance on agriculture, livestock /Income generation and unconditional cash activities, including leading participatory community livelihoods assessments and supporting beneficiaries develop viable business plans for the activities.
  • Engaging and building strong relationships with community members, analysing data collected to identify Income generation opportunities, support targeted beneficiaries prepare simple business plans
  • Prepare distribution and implementation plans, take the necessary approvals from the various units including project coordinator, security manager and zone manager
  • Facilitate trainings /orientation on agriculture and livestock to initiate viable income generation activities.
  • Participate in baselines surveys and vulnerability assessment with MEAL unit to identify the vulnerable households for cash assistance.
  • Coordinate closely with the project coordinator to ensure timely implementation of the project activities and get readiness for timely distribution of cash for the target communities.
  • Ensure that all FSL activities are in line with WVA endorsed SOPs and procedures.
  • Ensure that proper community development practices and “Do No Harm” practices are incorporated and upheld throughout the implementation of the project.
  • Document field achievements, innovations, failures, and lessons learned to integrate into project activities and inform project strategy.

Stakeholder coordination

  • Travel regularly to all project sites to ensure proper implementation and quality of project activities
  • Conducting coordination meeting with community elders and line departments on FSL activities.
  • Conduct regular meeting with local whole seller and retailers.
  • Conduct market linkage between Community and local Provincial and zonal market.
  •  Maintain excellent working relations with project stakeholder, partners and other contractors.
  1. Documentation:
  • Ensure proper documentation of project processes is upheld, i.e. distribution plans, beneficiary lists, voucher requisition, distribution reports, working with all stakeholders.
  • Prepare and submit timely and period reports (monthly, quarterly), management reports, and other reports as needed.
  • All information, data and reports generated in this project belong to WVI. Therefore, it is mandatory to take care all the information especially the key documents and back up the information on regularly basis.
  • File all contracts and agreement with communities.
  • Under the guidance of MEAL Coordinator, establish the Complaints response mechanisms (CRM) at community level.
  • Handle community complaint promptly and responsibly. Ensure all complaints are registered and filed. Record action taken to resolve complain.

Data collection and reporting

  • Regular field visit, monitor, document and report work progress to the FSL Project Manager on daily and weekly basis.
  • Participate in preparation of project reports as per WVA and donor guideline
  • Administrative tasks in relevant to project activities
  • Logistical planning of distributions and other field activities (procurement, transport, cash advance etc.
  • Provide the project coordinator  and monitoring team with relevant information for project reports and surveys;
  • Compile data collected from assessment and surveys with close coordination of the MEAL department for reporting purposes;
  • Arrange all necessary logistics for activities of projects including workshops and trainings;

Other

  • Adhere to WV Child and Adult Safeguarding policy and standards.
  • Adhere to WV accountability standards.

Job Requirement

KNOWLEDGE, SKILL AND EXPERIENCE:

Required Education, training, license, registration, and/or

Certification

  • Bachelor degree from Agriculture or Animal husbandry Required

Professional Experience

  • At least 3 years of experience in the food security and /or livelihoods sector
  • Demonstrated proven experience in project management, monitoring and evaluation working in international or local NGOs in the field of Food Security and/or Livelihoods Required

Language(s)

Fluency in English, Dari and/or Pashto, both written and spoken

Required travel and/or work environment accommodations

This position is based in Herat with travel to districts

Being in good health and physical conditions.

Preferred Experience,  Knowledge and/or other Qualifications

  • Experience in implementing and managing Food Security and /or Livelihoods projects in Afghanistan particularly Western Afghanistan
  • Ability to draft good quality short reports in English
  • Positive attitude, excellent communication skills, and excellent team worker
  • Demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.
  • Demonstrate openness and willingness to learn about the application of gender/gender mainstreaming, equal’s rights, and diversity for all aspects of development and humanitarian work.
  • Experience in  working with small scale farmers and conducting farmer trainings
  • Experience in working closely with local partner organisations and stakeholders throughout a programme cycle
  • Knowledge on Climate change and impacts on livelihoods/Agriculture sector
  • Experience in private sector engagement and market linkages
