About MEDAIR: Medair is an international humanitarian organization established in 1988. Medair has been operating in Afghanistan since 1996 with programs mainly in the Health, Water & Sanitation, and Livelihoods sectors with significant reconstruction activities in remote areas. Current projects are Water & Sanitation, Food Security, & Disaster Risk Reduction. An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Tirinkot district. The project intends to improve and extend WASH services including water supply infrastructure and hygiene practices to improve outcomes for vulnerable families. An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Uruzgan, which has been significantly affected by drought and conflict conditions. Building upon Medair’s decades of experience in the Central Highlands and Kandahar, the project intends to improve and extend utilisation of lifesaving preventive and curative nutrition and health services by mothers, PLWs and children U5; to increase access to clean water, to reduce vulnerability to water-related and other preventable diseases, and to improve and increase food security for the most vulnerable families through food voucher distributions.
Job Description
The main role of the Deputy Health and Nutrition Advisor:
- Provide technical advice and support to field management and the health/nutrition staff.
- Contribute to the Health & Nutrition country strategy and inform on adopting the proper technical design, based on needs, context, and Medair capacity.
- Develop, lead, monitor, and evaluate the health and nutrition aspects of the country program.
- Coordinate and network at a senior level with national and regional health/nutrition authorities and other NGOs.
- Contribute to all health and nutrition elements of donor proposals and reports
- Provide capacity building for national and international staff.
- Ensure health and nutrition projects are implemented per donor proposals and requirements and by Medair, donor, country, and international standards.
- Promote best practices in health and nutrition programs.
- Contribute to the overall management of the country program.
- Act as MHPSS Focal Point for the Country program.
- Deputise for the Health and Nutrition Advisor during periods of absence, assuming responsibility for all aspects of the health and Nutrition Department.
Health and Nutrition Project Technical Oversight
- Act as MHPSS focal point for the country program.
- Maintain a good overview of Afghanistan's health and nutrition program, donor commitments, and regional context.
- Understand the technical support needs of PMs and field teams and provide the necessary technical advice, training for field teams, and input. Advise PMs, field managers, and GSO on potential involvement in new health and/or nutrition interventions and internal capacity for implementation.
- Stay abreast of appropriate policies, guidelines, and protocols related to HN aspects of Medair’s work in Afghanistan.
- Under the direction of the HN Advisor, provide support to HN teams in all project sites, including carrying out regular monitoring visits in conjunction with other field managers, ensuring that project objectives are met with recognized international standards.
- Under the direction of the HN Advisor, Supervise and monitor the reporting systems for data collection (qualitative and quantitative), analysis, and follow-up. Alongside the HN Advisor, work with M&E and programme staff to ensure data collection tools are appropriate to project needs.
- Maintain an oversight of medicines and nutrition supplies. Advise and link with logistics team and PMs to ensure medical supply chain management meets minimum requirements and reduces risk of stock outage through monitoring consumption, timely procurement
- Support completion of country-level agreements with UNICEF (SSR) and WFP (FLA) to secure the uninterrupted delivery of essential nutrition commodities (GIKs) for all nutrition projects
Representation
- Develop and maintain relationships with MoPH, DoPH, PND, UN, NGOs, donors, partners and other stakeholders, to raise public awareness of Medair and ensure good co-operation and partnerships.
- Accompany donor ‘Third Party Monitoring’ on field trips as and when required.
- Represent Medair at health and nutrition cluster coordination, sector, TWGs, and bilateral meetings and with national and/or local government departments and any other relevant meetings or events.
- Support the health and nutrition cluster in identifying priority areas for nutrition MHPSS response.
Staff Management
- Support the recruitment of health and nutrition staff for the country programme and in the preparation/onboarding/briefing new HN and other Medair staff as needed
- Support Medair HR in Afghanistan team to review and advise on policies related to staff health and COVID-19, in consultation with GSO as needed.
Financial Management
- Learning to support H&N PMs to plan construct and manage HN budgets.
- Contribute to and provide input for AFG Medair HN strategy
- Contribute to and provide input for new donor (SWS, ECHO, BHA) proposals, becoming familiar with donor sector requirements. In the last part of the 12-month contract, under the direction and support of the HN Advisor, the Deputy HA will be responsible for the preparation and writing of the health and nutrition component of a major donor proposal
- Support completion of timely donor reporting, and liaise with Consortium partners, if needed, for accuracy and consistency in reporting.

Education

Relevant experience
At least 10 years of experience managing and implementing an emergency health and nutrition intervention with PHC, IMAM, and MHPSS components
At least 5 Years of experience in Managing Health and Nutrition Program
Relevant post-qualification professional experience in a management position
Experience and willingness in training/mentoring staff to deliver standard guideline packages, such as IMAM, IMNCI, MIYCN, mh-GAP-IG
Experience in the design, monitoring of implementation, and evaluation of IMAM and PHC programs.
