Job Description

Job Purpose

The position holder is based in Ghor zonal office with frequent travel to the targeted areas in Ghor based on need, S/he is responsible for day-to-day’s planning, implementation, coordination, documentation and monitoring of project activities. S/he will also be responsible for regular reporting (weekly, monthly, quarterly), management, and regular coordination with all project stakeholders to ensure that all project components are implemented on time and in high quality. Support the H&N team to provide adequate services including H&N, MHPSS, life skills, catch up classes, as well as proper distribution of PSS kits to the street working and other vulnerable children who are at risk or subjected to abuse, neglect, violence and exploitation. S/he will closely work with the project team and other actors to strengthen the provision of planned services to targeted vulnerable children and their family members, and provide project updates/information to and report any challenges to the zonal manager on a regular basis.

Major Responsibilities

70% Technical Support:

  • Manage the overall Pathway to Hope for Transforming Lives of Street Working Children project in Ghor. 
  • Coordinate the ongoing design activities of the Pathway to Hope for Transforming Lives of Street Working Children in Ghor.
  • Work closely with the Health and Nutrition /protection and education Sector Leads to ensure Adaptation of the key health, protection and education intervention is in place in consideration of current context and following the key clusters guideline and protocol.
  • Ensure PPE and IPC are fully in place for all the project related interventions based on the CoVID-19 protocol.
  • Provide leadership and management oversight to projects staff and overall project implementation to ensure project close out on time and on budget
  • Develop and implement project staff’s work plans.
  • In coordination with the M&E unit, ensure that the M&E system is implemented and adhered to enable evidence of impact data to be captured.
  • Prepare monthly, quarterly and any other project’s report.
  • Oversee implementation of project activities and ensure that project targets and grant objectives are met within the close out time-frame
  • Coordinate closely with sector leads, SC department to ensure timely sourcing, and delivery of budgeted goods/line items.
  • Ensure project activities are following the Government of Afghanistan’s rules and regulations.
  • Ensure that grant and financial rules and regulations are strictly adhered to.
  • Ensure that proper community development practices and “Do No Harm” practices are incorporated and upheld throughout the planning and implementation of the project.
  • Be aware of and implement policy decisions made by World Vision Afghanistan leadership, and ensure that information is accurately disseminated to all project staff in a timely manner.
  • With support from WV Afghanistan’s Finance Department, assume primary responsibility for budget reviews and monthly financial reports, highlighting concerns as they arise and providing feedback.
  • Ensure contractors and creditors are paid in a timely manner in alignment with WV policies and procedures.
  • Review financial projections, monitor monthly burn rates and adjust in implementation or budget re-alignments when needed in consultation with the assigned Program Officer and line manager
  • As requested provide detailed variance explanations for any under/overspend.
  • Endure the child protection and education activities are in place integration with health activities.
  • Ensure to conduct the catch-up classes for street working children.

20% Reporting planning, Monitoring and Evaluation and supervision

  • Submission of purchase requests for project operations on timely manner
  • Responsible to provide daily reconciliation report and monthly distribution report to zonal manager, , Health, protection and education sectors.
  • Prevent and report for any fraud, corruption of allocated distributions to project beneficiaries.
  • Provide supervision to CBFs and any guidance need for the performance.

 

10% Other

  • Adhere to WV Child and Adult Safeguarding policy and standards. Adhere to WV accountability standards.

Job Requirement

Knowledge/Qualification for This Role

Required Education, training, license, registration, and/or Certification

  • Bachelor degree in health, psychology, social work and other social sciences relevant field.  Knowledge of MS Office

Required Professional Experience

  • At least two years’ work experience with I/NGO in Health/ /protection and Education sectors.
  • good report writing skills.
  • Ability to engage with different stakeholders and partners in the project site
  • Demonstrated proven experience in project implementation, monitoring and evaluation, working in international or local NGOs health/Nutrition/ protection projects.
  • having Team leadership & People Management experience is preferred.

 

Required Language(s)

Fluent in Dari Familiar and having the ability to communicate and write the reports in English Language.

Required travel and/or work environment accommodations

 This position is based in Ghor province Firozkoh city

Position’s physical requirements

Ability to travel to Ghor targeted districts.

 

Preferred Experience, Knowledge and/or other Qualifications

  • having MD/Midwifery, Nursing experience is highly preferred.
  • Experience in implementing and managing the health, protection and Education projects.
  • Experience on mentoring and coaching of the staff in education interventions
  • Ability to draft good quality short reports in English
  • Positive attitude, excellent communication skills, and excellent team worker
  • Demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.
