About WEE-RDP/MoWA: The Ministry of Women's Affairs (MoWA) was established in 2001 under the Bonn Agreement. Until the third quarter of fiscal year 2020, as a government institution for advocacy and coordination, it was dedicated to plan, implement, and monitor programs within its strategic plan and national and international commitments. With the support of the leadership from the GoIRA, other governmental institutions, and non-governmental organizations, particularly, in the past five years, according to its “activities procedure”, it becomes a policy-making ministry and have brought significant changes in the life of Afghan women. With the changes in the leadership of the ministry in 2020 and the commitment of the president of the GoIRA, it became an executive institution in addition to policy making. The initial steps to improve the quality and effectively address women's issues taken to improve its plans and organizational structure through evaluation and consultation with women, domestic and foreign elites considering social, economic, cultural, financial and political aspects. Based on the consultations, a Deputy for Women Economic Empowerment was established in the structure of the Ministry of Women Affairs. Objectives of the Ministry The goal(s) of the Ministry of Women's Affairs (MoWA) are effectiveness and quality in all national and local programs, empowerment of women at national level through, participation, coordination, and evaluation for balanced and effective development with national values. Women Economic Empowerment-Rural Development Project (WEE-RDP) is a flagship national initiative of the GoIRA and part of the Sustainable Economy Growth pillar of MOWA, which intends to increase social and economic empowerment of rural poor women in selected communities during a five-year project. It would work in 5000 villages in all 34 provinces across Afghanistan in close collaboration with Citizen Charter (CC) and assuring convergence with other MoWA projects, NHLP project of MAIL, Access to Finance project (TUP) of World Bank, etc. The project will work closely work with Micro Finance Institutions (MFIs) and other stakeholders from financial sector to promote access to finance in selected rural areas.

Job Description

Data Analyst is responsible for analyzing data and accordingly designing reports for WEERDP management and its stakeholders. Data Analyst will supervise the field data collection process and coordinate with provincial MIS officers to compile data and ensure data quality. She/he will also assist information management policy making, data quality assurance, information standardization and data analysis.


Reporting and information standardization

  • Produce and publish/distribute periodic progress reports
  • Process requests for ad-hoc reports from internal and external sources and generate reports for them.
  • Collect reporting requirements.
  • Design formats for new reports based on user requirements
  • Implement and improve data standards and information management policies.

Data Collection and provincial coordination

  • Supervise the initial Field data collection process in the provinces
  • Coordinate with provincial MIS officers to ensure proper data collection, data quality and MIS system implementation.
  • Receive, Compile, and Validate data from provincial offices and import it into MIS system.
  • Act as a focal point for all the provincial MIS officers to respond them on any issue.

Data Analysis

  • Turn data into useful information
  • Produce meaningful visualizations of the data for the WEERDP management
  • Analyze data and draw conclusions and recommendations

Training

  • Train provincial MIS officers on best practices in data management, data quality assurance and any update in the MIS system.
  • Train WEERDP staff in different MIS issues.

Other duties

  • Monitor and coordinate Provincial MIS Officers activities.
  • Support implementation of MIS operations in the program.
  • Perform other tasks relevant to the post as required.

Reporting Line

  • Data Analyst will report directly to MIS Manager.

Job Requirement

  • Bachelor in IT/business/management/Statistics is required or equal experience to fulfill the needs.
  • Understanding of management decision making and information needs
  • Advanced knowledge in relational databases and strong MS SQL Server skills.
  • Advanced knowledge of MS office products
  • SQL Server Reporting Services and Analysis Services.
  • Must be a goal-oriented, highly motivated self-starter with a strong orientation to customer service.
  • Strong report writing skills is required.
  • Strong common sense to notice data flaws and resolve them
  • Very good command of English and Pashto/Dari languages.

Work Experience

  • Minimum Five years of progressive experience including experience with: information systems, data collection, reporting, data quality assurance; filing systems; and overall management.
  • Experience with data visualization and intelligence tools highly desired
