Tdh has been working in Afghanistan since 1995 and carry out projects related to Child Protection, Access to Justice, Mother and Child Health and Livelihood Programs in Kabul, Herat, Takhar & Nangarhar provinces.

Job Description

Under the direct supervision of the Health Program Coordinator in Kabul, the Project Officer Herat is in charge of the overall implementation of the UHI project in Herat. The Project Officer Herat provides technical inputs, works in close collaboration with all relevant stakeholders

Duties & Responsibilities:

  • The PO is the Head of Office of Tdh within the Herat Jhpiego office
  • The PO represents Tdh in the UHI consortium in Herat.
  • The PO is the line manager of all Tdh UHI staff in Herat.
  • The PO is the safeguarding focal point of Tdh in Herat.
  • The PO, in cooperation with the Jhpiego office, is the main responsible for security of Tdh staff and operation in Herat.
  • The PO liaises with the local Jhpiego office
  • The PO liaises with the local health and government authorities
  • In this framework the tasks are, among others:
  • Regular follow-up, monitoring, and supervision of all project activities in Herat.
  • Participate in Tdh staff seminars, working groups, and training on MNCH, when scheduled.
  • Organize, attend and lead meetings, workshops, and training in Herat City.
  • To perform higher duties when designated by the line manager.
  • Write minutes of the meetings and give feedback to the line manager.
  • Collect information and data regarding MNCH activities in Herat.
  • Represent Tdh in local coordination with DoPH.
  • Provide reports to Tdh and relevant health clinics where Tdh UHI midwives are based. Also, submit a copy of the report to Jphiego Herat's office. 
  • Implementation of the project activities according to the requirement of the Tdh/UHI project.
  • To lead the team of social workers, midwives, and program staff in Herat province.
  • To ensure conducting meetings with all relevant stakeholders in Herat based on need.
  • Liaise with the local authority on project implementation at the city level .
  • Refer the most vulnerable children to CPAN and alert the supervisor in case of the poor condition of children (health, mental problems, drug use, pregnancy, etc.)
  • Participate in monthly CPAN meeting of Herat province and report to the line manager.
  • Coordinate the participation in the planning of activities, the identification, and monitoring of the project’s objectives.
  • Provide monthly and bi weekly activities updates to the line manager 
  • Direct supervision of HR/Fin/Log Assistant with the consultation and collaboration of Kabul Human Resources Manager and Finance coordinator.
  • Support HR/Fin/Log assistant on daily and monthly relevant tasks and jobs. 
  • Make sure the HR/Finance and logistic rules and procedures are followed and respected. 
  • Ensure that the qualitative and quantitative goals of the project are implemented in time and close collaboration with the project partners in the communities and the DoPH Herat.
  • Ensure that UHI and Tdh standards, SOPs and policies are followed regarding all project related matters.
  • Ensure that all reporting responsibilities of the project towards the Ministry Public Health sub office and UHI office in Herat and the partners and donors are met.

Job Requirement

  • Has proven leadership skills and experience of minimum 5 years experience related in managing humanitarian health projects, favorably working with national or international NGOs.
  • Minimum Bachelor degree from recognized medical institution/university.
  • Has worked in the Health sector with government, NGOs INGOs, or UN.
  • Has solid knowledge of PCM
  • Has a close familiarity with security concepts of NGO work in Afghanistan
  • Has good knowledge of the Herat City.
  • Has excellent knowledge in oral and written communication in English & Dari, including representation, liaison and negotiation skills.
  • Shows computer literacy and familiarity with Microsoft Office package.
