Job Description
Summary of Key Functions
The Livelihood Officer/Agronomist will be technically responsible for overall CARE, WFP - Wheat Value Chain Project in Herat, strengthen livelihood activities, and will provide technical guidance, and training on agricultural and non-agricultural activities that can improve the economic situation of targeted beneficiaries in Herat Province by Improving sustainable production in wheat crop, making the beneficiaries more active and resilient to their farming, facilitating new economic opportunities for smallholder farmers and entrepreneurs along value chains. He/ She will report to the project manager and work closely with extension workers in the professional and efficient implementation of field activities, with main focus on wheat value chain.
Key relations Reports to:
Project manager, field supervisor, livelihood specialist and CARE internal departments,
Duty Locations:
Herat Province (regular visit to Ghoryan, Zindajan, Injil, Karukh and Kushk Rabat Sangi Districts)
Key Results Expected:
To prepare a comprehensive activities/implementation plan and budget spend plan for the project based on implementation nature and as per approved project proposal.
To introduce various intervention for improving of wheat value chain to increase household incomes and promote sustainable livelihood practices.
Develop and deliver wheat value chain related training modules (production to harvest, post-harvest, processing, and marketing, etc.) for both project staff and beneficiaries.
Develop and deliver drought responsive trainings for the project beneficiaries.
Close working with target groups to improve the scope, impact and quality of their agricultural products especially wheat and legumes.
Support extension workers in implementation of wheat value chain interventions and introduce the appropriate methodologies that strength interventions effectiveness.
Support other project staff through providing technical training and guidance on wheat value chain, food processing and innovative agricultural aspects.
introducing of modern technologies used for wheat production, harvesting and processing to the farmers in the community.
Providing of technical information on legume cultivation/production based on variety in the project targeted areas.
Involve women farmers in the project activities especially Kitchen gardening and food processing centers and facilitate mobilizing of skills and resources for them.
Familiar with the food processing equipment and able to generate a list of equipment and tools with specifications.
Facilitate the establishing of Farmers Field Schools (FFS) and providing of wheat technical information to cooperative/associations and FFS members.
To conduct Business to Business (B2B) meetings with wheat value chain actors in Herat including (input suppliers, service providers, producers, processors).
To maintain close cooperation with the targeted local communities, Directorate of Agriculture, Irrigation and Livestock (DAIL) and other relevant government entities in Herat for involving them in the project and better implementation of activities.
Coordination of all activities with DAIL office in Herat and at the district level.
Project field monitoring on regular basis with provision of technical advice to project staff and beneficiaries.
Solving technical agricultural conflicts when raised and reported by extension officers.
Exchange experience and lessons learnt among the field staffs
To contribute in data collection by using needs assessment, identification of beneficiaries and data collection either via paper forms or through digital equipment;
Support/facilitate project operation staff in provision, distribution and monitoring of goods, services and etc. in the project areas and for beneficiaries.
Provide reporting inputs for project activities results, success stories and other quantitative and qualitative outcomes, required by M&R officer.
Actively participate in baseline and end line assessment and enter data in to specific spreadsheet and or WFP SCOPE platform.
Perform of any other tasks as assigned.
Job Requirement

Excellent analytical skills for wheat value chain interventions for small holder farmers including men and women in the project target areas. provide technical training on wheat, legumes, kitchen gardening, food processing and FFS establishment methods. Effective communication, inter-personal and reporting skill. Conflict resolution skills. Good planning and delivering best results. Belief in and ability to work in Teams, trust building and empowering skills. ability to present ideas effectively. Able to facilitate change and demonstrate innovation. Good problem analysis skills. Committed to gender equality within programming and teams, Skill in facilitating meetings effectively and efficiently; self-starter, has ability to work under minimum supervision and maintain good relationships.
Skills and Experience:
Experience required in agronomy and crop production in local or international organizations.
Demonstrated experience to technical expertise in delivering and managing agricultural, rural livelihoods programs, women economic empowerment, and agricultural value chain.
Strong understanding of wheat varieties, and wheat value chain and intervention points in Afghanistan context
Demonstrated FFS establishment and training skills.
Experienced community engagement especially involving of women in agricultural activities and food processing.
Experience in a non-governmental organization or in the United Nations (desirable);
Education: Bachelor’s Degree in Agriculture – Agronomy department, Master's degree is preferred.
Work Experience: At least 3 years of work experiences in agriculture program/project with a sustained interest in agricultural value chain.
Languages Skills: Fluency in written and spoken English is preferred, Dari and Pushto languages
