About Afghan Family Guidance Association |AFGA: Afghan Family Guidance Association (AFGA) is an Afghan non-governmental, not-for-profit and non-political organization established in 1968. AFGA has been working in the field of Reproductive health and Rights since its inception and has recently become an associate member of the International Planned Parenthood Federation (IPPF). AFGA activities were suspended due to war and conflict in the country for ten years (1992-2002) and resumed its activities in 2002 with financial support from International Planned Parenthood Federation (IPPF). IPPF is an alliance of 151 family planning associations known as Member Associations which has projects in over 180 countries. Job Description

Job Summary:

Under the direct supervision of AFGA RHCS coordinator, the regional RHCS monitoring and quality control officers will be responsible for overall reproductive health lifesaving commodities storage and distribution ensuring that the supplied commodities are stored as per standard stock situation, validity of the usage date is tracked and the quality of all new supplies are checked and confirmed. As a technical responsible person, the regional RHCS and quality control officer is responsible to provide support to all partner agencies receiving lifesaving items considering the usage, storage, record and reporting through eLMIS system on regular base or as per need. To ensure the RH supplies are coordinated and provided as per health cluster and RMNCAH in emergency working group decision on provincial and regional level, the regional RHCS monitoring and quality control officer will provide support to UNFPA and other partner agencies at provincial and regional level.

Monitoring related activities:

Conduction of regular supporting supervision and monitoring visits to UNFPA funded health facilities and other health facilities who received UNFPA lifesaving items at least once in a quarter to ensure that all the provided items are distributed as per approved plan and are stored and used as per standard.

• Conduction of on job training to UNFPA funded project personnel and health facility staff and other health facilities who are receiving regular supplies from UNFPA on regional level.

• Access the UNFPA partner agencies technical staff skills and abilities and provide on job training regarding UNFPA supplies related orientation.

• Regular visit from sub- or provincial available stocks of UNFPA humanitarian lifesaving supplies if any on the region.

• Time to time visit of health facilities to improve the storage, supply, usage and reporting/ records of UNFPA provided supplies and writing feedback on real situation in the field both to the partner agencies and UNFPA/AFGA.

• Collect and analysis of health facilities consumption reports and analysis of the collected data to ensure the availability of reproductive health commodities in UNFPA funded health facilities and other public health facility if needed. • Provide support for UNFPA national supplies plan development and data collection.

• Ensuring result-based services through data analysis of the UNFPA funded and other health facilities.

Quality control related activities:

• Testing and assessing all the supplies delivered to regional warehouse.

• Identifying supplies defects or potential issues and determining the solution or reporting accordingly. • Supporting processes improvement of supply chain and commodities storage gradually.

• Ensuring the quality of products procured from local market if any.

• Compulsory qualities:

• Able to assess the quality of medical supplies and apply standards for medical supply chain management.

• Strong communication skills and ability of speaking English and good writing skill.

• Good data analysis skill for supply chain movement and preparation of reporting accordingly.

• Well aware of Afghanistan essential medicine list and related issues.

• Ability of dealing with Afghanistan custom department and AFDA central and regional departments.

• Familiar with Afghanistan health system and ability of writing supplies related reports in English.

• Good problem solving and quick decision-making skills.

Job Requirement

Having educational background of health-related discipline preferably, pharmacy faculty graduated.

• At least 3-year proven experience in positions of supply chain management, monitoring and quality control of medical products.

• Ability to write reports in English language.

• Working experience with health project implementer national and international NGOs is preferred.

• Having the knowledge of working with electronic logistic management system is plus point.

• Ability to conduct field visits as per need.

• Ability to use computer programs (MS-office).
