Job Description

Task to be Performed

  • To verify RMNCH service and QoC data collected at various levels.
  • Support RMNCH service availability assessments, tertiary care assessment, Obs HDU readiness assessment etc including field follow up, data review & analysis.
  • To regularly review RMNCH data from various sources (Health Extenders HIVA monitoring data, HMIS, TPM, QQM etc) for situational update to inform program planning, design, and implementation.
  • To support development of RMNCH QoC score card, using various data sources.
  • To undertake monthly monitoring of prioritized HFs focusing on Labor Rooms, Maternity wards, Newborn Care Corners (NCC), Newborn Stabilization Units (NSU) and special care newborn units (SCNUs), Paediatric Care Units (PICUs) focussing on immediate survival gain interventions.
  • To monitor distribution and use of RMNCH supplies across maternity, newborn & paediatric units with special focus on HIVA supplies such as Radiant warmers, NSAG, UBTs, CPAP, TCBs, concentrators etc.
  • To monitor QoC onsite mentoring intervention at targeted HFs - QI cycles, high impact interventions (PPH management, small and sick newborn care, KMC, MNDSR, safe surgical checklist, skills lab, oxygen therapy etc.), MNH QoC data, indicators, MNDSR.
  • Support strengething & integration of community follow up linkages for mothers, newborns, and children in CBHC road map focussing on care at home, danger sign identification, referral and post discharge facility follow up of small and sick newborns.
  • Support rolls out and field monitoring of various RMNCH trainings – CeMONC, BEmONC, ENC, KMC, Oxygen therapy, CBNC, HBB, FBNC, advanced newborn care CA counselling, LR protocols and guidelines (UBT, NSAG etc)
  • Collect direct feedback Health Care providers on the QoC onsite mentoring intervention and high intervention capacity building support across targeted HFs.
  • Collect direct feedback from beneficiaries about the quality of RMNCH care, situation and needs and the suitability of the services provided and how to improv.
  • Any other duties assigned by UNICEF to support the RMNCH program delivery

Job Requirement

Minimum Qualification and Experience:

  • The Consultant is expected to have minimum academic qualifications of a university bachelor’s degree in medicine (MD) or public health faculty (master's degree is preferable)
  • Minimum 3- 5 years of experience in planning, managing, and monitoring of BPHS/EPHS/RMNCH/Quality of Care activities.
  • Experience in developing community-based guidelines, protocols, and manuals
  • Previous experience working with MoPH or National/International NGOs will be an advantage.
  • A good understanding of Afghanistan’s health system, particularly the RMNCH & QoC system
  • Consultant is expected to (a) have a good knowledge of the working environment in the Afghan administration and the communities; (b) familiarity with the main stakeholders in the Public Health Sector in Afghanistan.
  • Good spoken and written English as well as knowledge of the main local languages of Afghanistan.
  • Willingness to travel across all 34 provinces for program support.
