Job Description
Job Overview:
The incumbent will monitor, report and supervise the overall implementation of all Shelter and Construction projects with UNHCR and other related activities, in collaboration with and on behalf of the Program Manager to ensure effective implementation of projects in line with the approved design, and in compliance with the donor requirement. The incumbent will be based in each of the five southern provinces of Herat office. Each incumbent is responsible to monitor, review, report and document progress in the field. The incumbent will also be responsible for providing technical support and capacity building to all projects staff including beneficiaries.
Duties and Responsibilities:
- Preparation of architectural design, detailed BoQs and specification for construction project.
- Incorporate special features which relate to the project at hand into specifications, these include order of work, physical condition at the site, construction work schedules, methods of payment and measurement, construction procedures and special methods, and coordination with the contractors and other stakeholders.
- Performing technical review on specification to ensure clarity, completeness, and exactness, and to remove restrictive description so as to ensure competitive bidding.
- Visiting proposed project sites to obtain information for use in project specification. This include condition and location and project sites, location of storage and staging areas, and character and scope of work.
- Providing guidance and technical advice to various persons and departments where necessary develop basic specification procedure and policies to cover new types of projects and structures.
- Communicating with higher authorities on issues concerning specification, engineering interpretation and explanations, supply of items, and items of work, and offer recommendations on reviewing specification.
- Monitoring ongoing construction activities, identify defects, propose solutions and have follow-ups, identify challenges that are deemed to delay our project activities and proactively work of the solution.
- Conducting monitoring in compliance with applicable codes, practices QA/OC policies performance standards and specification.
- Reporting any deficiencies and slippages from the work plan on time with probable solutions to be shared and report to respective offices.
- Conducting meeting with contractors and discus work progress, challenges and propose solutions.
- Performing overall quality control of the work (budget, schedule, plans, and personnel’s performance) and report regularly on project status.
- Overseeing and conducting of tests (Constriction materials, RCC & PCC) at site and lab, review the test reports and inform the office about the accurate result.
- Coordinating between donor, contractor and partner office on regular basis.
Job Requirement
- Bachelor’s degree in civil /construction engineering.
- Minimum 4 years or more experience in civil engineering specially in building construction and community development field.
- Highly developed reporting, budget monitoring, and management skills
- Strong skills in analyses and problem solving.
- Solid understanding and ability to adhere to international norms, standers and regulation.
- Ability and willingness to travel frequently.
- Strong ability to supervise tendering procedure and compile job specification.
- Ability to carry out effective technical and feasibility studies, as well as site investigation.
- Ability to affectively monitor and drive project activities.
- Ability to prepare safety and function analyses.
- Ability to perform calculation, dominating, and control of concrete and metallic construction.
- Ability to carry out safety analyses and stability and quality control.
- Ability to affectively work in field and with subcontractor and architects.
- Time management organization skills, decision making ability and leadership skills.
- Excellent in the use of relevant civil engineering software programs, including AutoCAD and civil 3D and advanced MS office skills.
- Strong verbal and written communication skills in Pashto, Dari, and English languages.
- Excellent technical skills and good Project Management.
