HealthNet TPO is working in Afghanistan since 1994, implementing integrated health projects managed mainly by national staff and supported technically by expatriate staff from the headquarter office. HealthNet TPO Afghanistan is providing Primary and secondary Health Care, Mental Health and psychosocial services, and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. Health Net TPO is currently implementing projects in 22 provinces and the major programs are Health Emergency Response (B/EPHS) projects in three provinces, nutrition, Mental Health, Psychosocial program, Malaria and TB Control program, through a community system strengthening approach. all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel

Job Description

1. Responsible for establishment and running of psychosocial counseling center (PSCC) in District Level Hospital/ or Comprehensive Health Center (CHC) level health facilities and ensures PSCC objectives are achieved.
2. Responsible for overall management of PSCC.
3. To insure providing a comprehensive assistance to PSS/ Survivors.
4. Represents HNTPO and the HSR project/ PSCC by holding meetings with PHD, District level hospitals authorities, BPHS/EPHS implementers, implementer NGOs, and sharing information and providing feedback when requested.
5. Responsible for all reports for quality and for on-time submission to Provincial Technical officer.
6. To participate in coordination related training workshop as a trainer, if required.
7. Report on weekly, monthly and quarterly basis to immediate supervisor.
8. Attend all relevant meetings/workshops requested by supervisor.

Supervisory Tasks:
1. Responsible for day to day management and supervision of the psychosocial counseling center(PSCC) Technical Tasks:
1. To facilitate PSS/ Survivor visits with the psychiatrist, medical doctor, gynecologist and others physician as necessary
2. To conduct a regular follow up of the cases entering PSCC

3. To supervise and manage the work of Data Entry Officer/ legal counselor and psychosocial counselor in PSCC
4. Try her/his best to protect PSS/ Survivors from further harm.
5. To assist PSS/ Survivors in designing a Safety Plan for life threatening situations
6. To follow procedures ensuring the confidentiality of PSS/ survivor at every step
7. To follow ethical guidelines of PSS response established in PSCC
8. To minimize the efforts and investment of resources required from PSS/survivor for seeking health care.
9. Set up and maintain the necessary procedures to diminish the security risks for all service providers visiting and/or working at PSCC
10. To provide on the job training to staff.
11. To manage the timely provision of services to PSS/ survivors who come to FPC- psychosocial counseling service, basic legal assistance, basic evidence collection, referral to other institutions depending on survivors’ choice and case management.


Tasks of Relations with External Agencies and other organizations:
1. To closely coordinate with PHD, and PSS stake holders in the province.
2. To coordinate with PSCC located Hospital Director and heads of various wards for proper medical management of PSS/ Survivors.
3. To work closely with the health facilities management staff for implementation of standard treatment and referral protocol for PSS survivors.
4. Close coordination with existence PSCCs at provincial/ regional hospitals for referral and follow of PS cases.


Miscellaneous Tasks/NON-Routine Tasks:
1. Perform any other project related duty assigned by Provincial technical officer.
2. Assist the Provincial Technical officer and other management staff (at Kabul level) in tasks as required.

Job Requirement

1. Must be MD doctor or other relevant degree.
2. At least 3 years’ experience in management especially with INGO.
3. At least 2 years’ experience in the field of Gender-Based violence prevention and response projects.
4. To be female as it is the requirement of the Project.
5. Having computer skills.

Other qualification:

6. Having computer skills.

7. Having skill of reporting writing, data analysis and managerial skills.
