Job Description

Job Porpuse

This is a full-time, grant-funded Health & Nutrition Officer position under the FCPA Project based in Herat. The FCPA project seeks to contribute to decrease morbidity and mortality in women and girls including PLWD in Herat province of Afghanistan. FCPA will affect medium term change in communities by providing equitable, inclusive and safe access to health and nutrition services for high-risk groups. This will encompass providing lifesaving health and nutrition services for populations not covered by BPHS, engaging diverse actors to deliver integrated malnutrition treatment in communities and health facilities. He/She will support the implementation of a Health and Nutrition project at community level as well as to assist in planning, organizing, implementing and monitoring of the project in the targeting areas. He/she is mainly responsible to deliver the project activities into the field level as such as identifying priority needs, sensitize and mobilize the communities, establishing relationships with community leaders and local government authorities, ensure the proper selection of project beneficiaries, delivery of medicine assistance, conduct registration of complaints, ensure proper documentation and conduct follow-ups with beneficiaries. He/she will have to work closely with Project Manager and Health Sector lead of World Vision International Afghanistan to ensure standards of project activities are compliant with requirements of the ministry.

 

Major Responsibility:

Coordinate the project scope of work with relevant government directorates, BPHS (NGOs) and other stakeholders.

In coordination with the Project Manager and Health Sector team implement the project activities in the respective province through his/her subordinates (health assistant, IYCF supervisor, health team and community health promoters).

Make sure project MHNT/static health centers and supported Family Health Houses are fully functional. Coordinate with health sector team during the quality assurance session in the project designated location and provide transportation and respective support.

Respond to the health and nutrition sector feedback on quality of the implementation within a maximum of one week.

Ensure the project location for health and nutrition service deliveries is fully communicated with respective DoPHs and there is not any duplication of efforts during the project life time.

Periodically assess the team and update the Project Manager and health sector lead on the progress of the project.

Provide ongoing mentoring and field level support.

Coordinate project training plan with BPHS and provincial public health directorate in consultation with project manager and health sector focal points.

Ensure proper pharmacy of health facilities including consumption reports, no stockouts, rational use of drugs.

Review and check HMIS data from health facilities, analysis and submit to WV HMIS unit focal points (HMIS officer or any designated HMIS assistant).

Review and check SAM/MAM monthly statistical report and submit in MoPH nutrition online database in consultation with the HMIS unit and health sector lead.

Follow up of referred cases by health facilities with hospital to ensure that they have proper secondary medical care.

Identify and report immediately any medical or administrative problems that may interfere in achieving program objectives to project manager or health coordinator.

Organize community awareness raising campaigns on health seeking behavior issues in close collaboration with community elders, HFs and BPHS NGO staff.

Meet regularly with beneficiary communities and leaders to ensure project effectiveness and community involvement in decision making on health facilities services.

Provide join supportive supervision on project sites on the job training to health facilities staff and undertake regular supportive supervision of the project activities at field level.

Coordinating as a leader and organizing the teams which related to the project and provides supportive supervision to the project activities.

Stock Management:

Prepare dispatch of orders (first in first out or oldest by use by date), donation of close to use by date and destruction of expired products!

Review monthly consumption reporting and timely request of replacement.

Ensure rational use of medical supplies – through prescription monitoring of health facilities. Pharmacy and medical supplies are maintained according to WVI – A standards 20% Reporting, analysis monitoring and evaluation:

Prepare monthly report and send to Project Manager and Health Sector Lead from health and nutrition component.

Review and forward pharmacy consumption and inventory reports to the Pharmacy Coordinator and Project Manager.

Analyze the consumption of drugs and other pharmaceuticals and provide feedback to Project Manager, Pharmacy Coordinator and related health facilities pharmacists.

Beneficiary reporting – including consultations, nutrition activities, training activities, community engagement and CHW reports to Project Manager

Tracking of health indicators and community surveillance and report to Health Advisor if suspected outbreaks for investigation.

Job Requirement

Required Professional Experience and Education

At least 2 years of experience of working with the health and nutrition field.

Experience in pharmacy management, hospital/clinical medical, or nursing, staff management and training Able to analyze medical/surveillance data

Public health background (MD, Midwife, Nurse or Equivalent)

 

Preferred Knowledge and Qualifications

Humanitarian context knowledge and experience.

Experience in developing action plans, preparing curriculum and training/orientation materials

Experience in documentation and reporting

Experience working with community leaders (Community Based Structures) 5. Experience in adult learning methodology and monitoring of training activities 6. Ability to work with minimal supervision.

Ability to work as part of a field team. 8. Very good communication with communities and local authorities. Excellent presentation and communication skills.
