About Organization for Development and Sustainable Services in Afghanistan (ODSSA): Organization for Development and Sustainable Services in Afghanistan (ODSSA) is a non-government, not for profit and non-political organization registered with Ministry of Economy under the license number 4308. ODSSA has been working in health projects in Afghanistan including capacity building for health workforce in the country. ODSSA has recently been awarded TB REACH Wave 8 project to improve private provider engagement in TB control in Afghanistan. The project will be implemented in provincial centers of four provinces Herat, Nangarhar, Parwan and Laghman. The project will be implemented in close coordination of the Ministry of Public Health and specifically National TB Control Program and Provincial Public Health Directorates in four provinces.

Job Description

The Project Provincial Officer (PPO) will be responsible for successful implementation of all the activities under the project’s work plan under the direct supervision of ODSSA’s Executive Director and Project Manager. However, the key responsibilities are highlighted as:

Carry out mapping of private practitioners and private hospitals (only in Herat and Nangarhar) in the respective cities. The mapping should cover private practitioners with at least 25 OPD/day and private hospitals with at least 50 OPD/day.
Assist in selecting private practitioners, private hospitals and private X-ray center in close coordination with the respective PTC and ODSSA
Process signing of MoUs with private practitioners, private hospitals, private X-ray centers and laypeople outlining project activities implemented by them.
Arrange and facilitate training for private practitioners and medical practitioners from private hospitals on TB case management conducting by PTC.
Arrange and facilitate training for laypeople on TB screening, presumptive TB case identification, sample collection and sample transportation to GX site.
Facilitate project orientation workshop in private hospitals (only in Herat and Nangarhar) in close coordination of relevant PTCs
Distribute GX-cartridge to GX-sites and sputum containers to private practitioners and private hospitals on time.
Collect monthly consumption reports (recording and reporting tools; GeneXpert cartridges; and sputum containers from the relevant bodies
Participate in PPHD and other stakeholders’ meetings.
Supervise and monitor project’s activities by private hospitals, private practitioners and laypeople activities.
Collect data according to project’s M&E framework on agreed indicators from private hospitals, private practitioners and private X-ray centers on monthly basis (disaggregated by weekly performance) and submit it to AEHDAO and ODSSA on a given and agreed timeline
Participate in quarterly TB review meetings to verify the data for project reporting and compare with provincial targets.
Provide on the job training to practitioners and laypeople.
Provide support and facilitate supervisory visits of project’s central team (ODSSA Team) to the target provinces and arrange meetings with PTC, PPHD, private practitioners.
Obtain NTP recording and reporting tools from the relevant PTCs and distribute to the private practitioners and private hospitals based on their consumption and utilization
Carry out financial verifications as recommended by the project’s financial SOPs
Collect and verify of all payment slips from screening by laypeople, X-ray centers and follow monthly checkup by PPs and submit to central office for their payment in monthly basis
Facilitate payments to the project beneficiaries
Perform other assigned tasks.

Job Requirement

Degree in medical sciences field but preferably a medical doctor
At least 1-3 years of experience in health sector
Knowledge of TB control in Afghanistan
Must be resident of Nangarhar province
Able to use Microsoft office
Demonstrate strong report writing capabilities
Fluent English skills in speaking, writing and reading
Able to travel to Mehtarlam
Good communication skills in local language
