Job Description

The provincial Manager will be responsible to manage and oversee the activities of different construction, emergency and winterization support projects implemented by ORCDG in Herat province. The incumbent will be the prime representative of ORCDG in the province and will ensure that all the projects are carried out as per the donor requirements and in close coordination with the stakeholders including the de-facto authorities as well as the relevant clusters and communities. The position holder will play a crucial role in overseeing and coordinating construction activities, ensuring the successful execution of projects, and managing emergency response initiatives. His specific responsibilities will be:

  • Lead and manage shelter construction projects from inception to completion.
  • Develop and revise project plans and timelines in coordination with the line manager and main office.
  • Monitor project progress, identify potential issues, and implement solutions to ensure successful project delivery.
  • Manage the project field activities in each stage of the project implementation in accordance with the technical drawings and donor requirements.
  • Supervise the quality of construction at field level ensuring optimum quality according to engineering standards.
  • Identify constraints and defects and provide technical guidance and advice for improvement.
  • Hold regular meetings with provincial team and the subcontractors and ensure effective communication, segregation of tasks and proper follow up.
  • Take part in all provincial level meetings arranged by the government departments and clusters.
  • Develop and/or revise engineering drawings and bill of quantities in close coordination with the program manager.
  • Cultivate positive relationships with local communities, government authorities, and other key stakeholders.
  • Communicate project updates, risks, and achievements to stakeholders in a clear and concise manner.
  • Collaborate with external subcontractors and suppliers to maximize project impact and effectiveness.
  • Ensure all construction activities comply with relevant regulations, codes, and standards.
  • Implement and maintain quality assurance processes to guarantee the delivery of high-quality construction projects.
  • Conduct regular inspections to verify compliance and identify areas for improvement.
  • Prepare weekly, bi-weekly, monthly, and quarterly reports of the projects and submit them to management.
  • Draft reports of project inception, progress and completion in donor templates and share with line manager.
  • Prepare project impact case studies and success stories in consideration of the donor requirements.
  • Supporting the program team with the development of better plans for the project implementation.
  • Providing technical support to the project team during the preparation of new designs.
  • Supports the M&E department in preparation of proper technical engineering checklists for Monitoring and Evaluation purposes.
  • Provide overall technical assistance to ORCDG construction projects, from their planning to their implementation and monitoring.
  • Identify and manage risks and initiate corrective action where necessary, so that maximum benefit to donors and stakeholders is achieved.
  • Lead the implementation of emergency and seasonal support distribution projects at provincial level and ensure that the project activities are implemented in compliance with ORCDG, donor and other humanitarian standards.
  • Supervise and lead a multidisciplinary team, including engineers, project managers, and support staff.
  • Foster a collaborative and results-driven work environment.
  • Provide guidance and support to team members to enhance their professional development.
  • Other tasks assigned by the line manager/project manager.

Job Requirement

  • BSc. in Civil/Construction Engineering, a master’s degree in the field will be preferred. 
  • Five (5) years of continuous experience in managing construction, WASH, Shelter and other civil engineering projects, preferably with INGOs & NNGOs. Experience in managing emergency response projects will be a plus.
  • Excellent communication and coordination skills especially with the government sectors, UN Clusters, and communities.
  • Skilled in reading engineering technical drawings and preparing different types of technical documents such as 2D & 3D drawings, Bill of Quantities, and estimation sheets.
  • Excellent skills in engineering software such as AutoCAD, Revit, ArchiCAD, ETABS, SAFE, WATERGEMS
  • Computer literate having familiarity with computer-based engineering software and with MS Office applications such as Word, Excel, PowerPoint, and Outlook.
  • Strong leadership skills with the ability to motivate and guide a diverse team.
  • In-depth knowledge of construction regulations, codes, and standards.
  • Knowledge of internationally stipulated humanitarian standards such as protection standards, safeguarding standards, CHS and the humanitarian charter.
  • Excellent communication and interpersonal skills.
  • Problem-solving abilities and the capacity to make sound decisions under pressure.
  • Basic familiarity of photography and basic knowledge of taking good quality photos using mobile phones and digital cameras.
  • Extensive knowledge and work experience in different parts of the country.
