Job Description

  1. Summary of Key Functions

The Field supervisor is responsible to participate and assist project manager and provincial manager in preparation of provincial, community and district level operation plans. He is responsible to implement plan for awareness rising, capacity build health staff and provide technical support to health facility staff of the project in different stages like implementation, supportive supervision, projects status report preparation etc.), and ensures that project is implemented according to agreed project work plan, indicators and targets reflected in technical proposal.

 

The incumbent of the position is responsible for

 

Key relations 

 

  • Reports to deputy health project manager/project manager  
  • Coordinate with CARE provincial staff, Members of the sub health centre (SHC), and the Provision of Essential Life-Saving Healthcare Services to Underserved Populations Affected by Earthquakes in Herat Province staff.  
  • Duty Locations Herat Province (Gulran and Kushk/Robat-e -Sangi districts)
  1. Key Results Expected

 

  1. The Field Supervisor is exclusively accountable for regular supportive supervision of all health facilities, maintain administrative documents of project staff in the field, ensure supply of all medical and non-medical supplies to health facility with the support of CARE provincial sub office, report project activities to deputy health project manager/ project manager and maintain close working coordination with local communities and authorities.
  2. Coordinate the project activities with local PPHD/PHO/REMT/PEMT, communities and related stakeholders at provincial level.
  3. The field supervisor is bond to have regular and close working coordination with CARE provincial sub office and Kabul project manager for routine communication, reporting, updates sharing, procurement & supply and feedback.
  4. Supervise routine health education and community/public awareness raising sessions being facilitated/conducted by health facility colleagues according to their job description.
  5. Maintain internal control of project activities at provincial level.
  6. Maintain close working coordination with all concerned provincial and community level stakeholders and relevant departments to ensure project assets and staff safety.
  7. Keep close communication and working coordination with community level CSOs, elders and target beneficiaries to ensure a proper working environment as per project scope of work.
  8. Ensure that technical designs are as per standard and with a high and safe quality.
  9. Ensure that field operation plans/service delivery points are shared with key/concerned provincial level stakeholders including provincial health directorate, PEMT/REMT, BPHS/EPHS implementer NGOs and target communities and agreed/endorsed by relevant entities.
  10. Organize/facilitate/help provincial management in executing project orientation sessions to explain project objectives to the stakeholders, communities and ensure project ownership is owned by local target communities.
  11. Ensure active community participation in terms of constructive feedback, awareness raising, local resource mobilization and project field activities assessment/monitoring.
  12. Make sure that the project activities are being implemented according to project work plan, performance indicators and targets.
  13. Prepare inputs from all supervising activities to M&R Officer, provincial manager, project manager at any time required.
  14. Perform of any other tasks as assigned.

Skills and Experience:

Skills: 

  • Enough understanding/ knowledge of the community health services and ministry of public health/HMIS reporting system/formats.
  • Good communication & coordination skills
  • Management skill (Monitoring, supervision& reporting)
  • Excellent training and facilitation skills
  • Having a deep knowledge of Afghan traditions and cultural norms
  • Ability and willingness to work at the communities with frequent field visits.
  • Ability to review and monitor activity and record outcomes and learning.
  • Pashtu and English are Highly Desirable.
  • Excellent skills of problem-solving and decision making
  • Willingness to work in COVID-19 situation but will be having PPE and IPC measurements provided.
  • Good teamwork spirit
  • Willingness to learn new skills.

 

Education:

Work Experience:

  • The Candidate must have at least four-years’ relevant work experience in BPHS project.

Languages Skills:

Fluency in spoken and written Dari and Pashtu is a requirement. English Language skills English is highly desirabl.
