About DAI/AVC-Program: Afghanistan Value Chains Program (AVCP), a USAID-funded program implemented by DAI Global, LLC (DAI), supports the expansion of sustainable agriculture-led economic growth across Afghanistan. AVCP achieves this goal through the support of anchor firms in the livestock and crop value chains. AVCP partners with and supports anchor firms through a market systems development approach, implemented through ‘Deal Notes’ which are co-designed agreements that respond to critical constraints while driving project outcomes. In implementing Deal Notes, AVCP works almost exclusively with agribusinesses and key value chain stakeholders to increase sales, investment, and productivity, among other key indicators. The growth of the anchor firms promotes the efficiency, profitability, and strengthening of the value chains with a direct and positive impact on rural economies, households, and livelihoods. The AVCP focuses its interventions on key value chains leverage points, such as input suppliers or traders linked to large wholesalers, processors, and farmer associations. In doing so, AVCP will accomplish the following fundamental sub-purposes: Sub-Purpose 1: Increased Productivity and Stability of Value Chains Sub-Purpose 2: Improved Commercial Viability and Operational Efficiency of Agribusinesses Sub-Purpose 3: Engage Afghan Women in Agriculture Sub-Purpose 4: Climate Change Mitigation and Resiliency Strengthened

Job Description

The Fish Value Chain Lead will assist in providing technical support and advisory services to selected firms for partnership. He/she will work to finalize the initial assessment of the value chain to diagnose areas for further development and support. He/she will work with short-term technical specialists to provide advice and support to the selected value chains. The Value Chain Lead-Fish will perform and work with the technical unit and regional offices to coordinate all activities related to the Fish value chain focusing mainly on fish value chains. Value Chain Lead-Fish will provide technical input to the design, implementation, and development of AVCP grant/co-investment documents (mainly Deal Notes) involving Fish value chain actors such as Input suppliers, Producers, Processing units, and end market actors and develop Concept Notes, Market Actor Partnership Agreement (MAPA), and Deal Notes (DN) in collaboration with the regional technical team. 
Duties & Responsibilities
•    Work with the anchor firm, inputs suppliers, processing units, and Fish Value Chain actors as principal specialists for the value chains of fish intervention. 
•    Design activities and interventions to improve fish value chain services delivery, conduct market surveys if needed, and product quality; and increase the market potential.
•    Developing a market system to align upstream and downstream opportunities for value addition of fish products and entry into high-end markets by anchor firms and producers.
•    Improve linkages between local, and regional actors within the fish value chains.
•    Work with other technical team members and M&E to consolidate fish value chain data and information to a database and update the consolidated data periodically.
•    Develop and design specific interventions for Aquaculture (warm and cold-water fish) to add value to the value chain under DNs and CNs for women-run anchor firms
•    Work with the project Market System Unit/Team (MSU) to complete necessary partnership documents and conduct periodic visits to the project partner businesses for a better implementation of project activities 
•    Support food safety and Business Development Service (BDS) providers through DNs development. 
•    Attend technical discussions and evaluation committee meetings as part of different activities per the needs of the project implementation plan. 
•    Supervise and assess progress on targets to meet program objectives and provide content for weekly, monthly, quarterly, and annual reports.
•    Be part of the national and international market survey and data collection and act as the point of contact for the fishery specialist, government departments, fish market actors, fish farmers, and other fish market actors during fish value chain studies in the country. 
•    Identify capacity-building needs of Fish Value chain anchor firms and other value chain actors and facilitate access to relevant training and support services through hiring an expert.
•    Ensure working with the contracted STTA and support him to provide services to the anchor firms and address the challenges they are faced in production, processing, and supply to the market.
•    Prepare concept notes through Identification and prioritization of the problems/challenges to be addressed, climate change, food security, women, and with regards to fisheries and aquaculture value chain and market-related issues.
•    Conduct other tasks as required by the Value Chain Director

Job Requirement

  • A Bachelor’s degree in Veterinary medicine, or Animal Science with 10 years of field-level experience in the livestock sector, animal husbandry, or value chains, or a master’s degree with 7 years of experience is required.
  • Basic experience in the field of Fisheries (Mainly Carp and Trout) at the existing firms’/business level is preferred. 
  • The applicant must be familiar with the Agri-climatic conditions of the duty stations.
  • Must understand the market system development and value chain approach in the fish sector.
  • Strong writing, communication, and training skills.  
  • Experience with Aquaculture private sector development, and livestock value chains, Grant programs, is required.
  • Strong analytical and persuasive skills with a proven ability to work under pressure
  • Fluency in English and Pashto/Dari. Proficiency in regional languages preferred.
