About MEDAIR: Medair is an international humanitarian organization established in 1988. Medair has been operating in Afghanistan since 1996 with programmes mainly in the Health, Water & Sanitation, and Livelihoods sectors with significant reconstruction activities in remote areas. Current projects are Water & Sanitation, Food Security, & Disaster Risk Reduction. Medair’s Health and Nutrition project in Daykundi Province is designed to increase access to life saving PHC and nutrition services for underserved communities, through integrated mobile health and nutrition teams (MHNT). This includes, treatment of most common causes of morbidity and mortality (IMNCI), management of acute malnutrition in children under 5 years and pregnant and lactating women and RH (ANC, PNC & FP) services RMNCH, increasing access to routine immunisations through referrals to a nearby health facility, treatment of communicable disease and PSS. The programme also addresses some key determinants of ill health and malnutrition through promotion of improved Maternal Infant and Young Child Nutrition (MIYCN) practices and health and hygiene behaviours linked to unnecessary deaths amongst vulnerable populations. The Health and Nutrition Project will be implemented in Sang-e-takht and Miramor Districts in Daykundi province.

Job Description

Overall purpose

To lead and supervise Mobile Health team. Provide services to targeted communities and oversee the implementation of the Health project according to Afghanistan BPHS, IYCFE, and Mobile Health team guidelines to provide lifesaving activities through mobile outreach services that include Integrated  Management of Newburn and childhood illness(IMNCI), RH (ANC,PNC & FP), injury and trauma care, mental health, and community health activities as well as management of non-communicable (NCD) disease, expand EPI outreach and establish referral pathways to strengthen links between project locations and existing static health facilities in project areas of operation. Provide access to quality, essential PH services. support existing Community Health structures and implement Cascade Groups (CG) for behavior change communication, to equip female participants with knowledge and skills to improve the health of their families, and aims to increase their participation in decision-making around their children’s care. Assist the Health Manager in implementing the program in the project areas of operation.

RESPONSIBILITIES

  • Overall supervision and leadership for a mobile health team covering multiple sites and catchment areas.
  • Direct involvement in the treatment of childhood illness, referring beneficiaries to a nearby health facility for EPI services and treatment of non-communicable diseases, RH (ANC, PNC & FP), injury, and trauma care as first aid support including the first dosage of treatment and urgent referral in the assigned locations.
  • Ensure all staff in the mobile health team are following national guidelines and organizational protocols.
  • Supervision and coordination of the existing Community Health structures (Health Shura, CHWs, NEWs, FHAGs) and implement Cascade Groups (CG) for behavior change communication, in the assigned catchment areas.
  • Liaison with community leaders in the assigned areas to facilitate good working relations and community acceptance and participation in the project.
  • Any other activities not listed in the JD but requested by the Line manager and Health & Nutrition Project Manager.

MAIN ACTIVITIES

Supervisory Responsibilities:

  • Provide daily oversight and supervision of all activities at the assigned mobile team locations using monitoring checklists.
  • Coordinate with staff and check the patient flow and organize the team and the site efficiently and according to quality standards.
  • Oversee the implementation of IMNCI, RH, injury and trauma care, mental health, and community health activities as well as establish referral pathways to strengthen links between project locations and existing static health facilities in project areas of operation.
  • Provide access to quality, essential PHC services. support existing Community Health structures and implement Cascade Groups (CG) for behavior change communication to the assigned mobile team locations, following national protocols.
  • Assist with supervision and on-the-job training of the health mobile team and other staff and community workers involved in the health programming.
  • Establish a work plan for the Health and BCC activities and provide daily oversight and supervision.
  • Establish a work plan for the Mobile Health teams ensuring coverage of the mobile site catchment areas.
  • Ensure adherence to the organization’s values and professional behavior of all nutrition staff and take the lead in resolving problems if needed.

Technical responsibilities (involvement as needed):

  • Examine admitted children and Women (for RH activities) and provide appropriate medical treatment following national protocols, IMNCI and RH guidelines.
  • Examine admitted children for co-existing illnesses/IMNCI or complications, and provide appropriate medical treatment or referral according to IMCI guidelines
  • Review complicated IMNCI cases and especially children under 6 months and take the final decision on referral to the hospital
  • Review complicated RH beneficiaries and take the final decisions on their referral.
  • Ensure appropriate education and counseling is given to the beneficiaries and caretakers to prevent delays in case of emergencies
  • Ensure treatment is given according to guidelines and protocols approved by National MoPH
  •  Quality management:
  • Ensure accurate record-keeping of all activities at the mobile health site or in the communities
  • Collect, review, and submit required daily, weekly, and monthly reports. Carry out required quality checks according to provided checklists
  • Ensure the functionality of feedback mechanism and AAP
  • Clinical supportive supervision and conducting on the Job training to the mobile team and community structures staff.

External representation:

  • Act as the health focal point for community leaders and beneficiaries in the assigned mobile team catchment areas.
  • Liaise with Government and other partners providing health in the same location
  • Attend district-level health elated meetings if required
  • In collaboration with the Health Manager and other MHNTs operating in the same district ensure ministries related departments in the field relevant partners are updated with project plans and progress
  • In collaboration with the Health Manager and other MHNTs operating in the same district ensure staff of referral facilities is informed of all aspects of the program including referral pathways
  • Assist in the mapping of villages and communities that have poor access to health and nutrition services
  • In collaboration with the Health Manager establish referral pathways to health facilities, pediatric and inpatient facility for the next level of care. Provide feedback to the Health Manager, Health & Nutrition Project Manager on community-specific challenges and barriers

Logistics:

  • Prepare regular stock requests to ensure sufficient stock (medicine, medical supplies, and non-medical supplies) is available at each assigned mobile team location
  • Ensure safe storage of all medicine’s medical supplies and equipment
  • Monitor expiration dates to ensure stocks are used prior to their expiration date
  • Conduct weekly stock checks and keep accurate records of stock movements of medical supplies
  • Report any suspected or identified fraud cases at the Health and Nutrition site to the Project Manager

Job Requirement

Education

  • Graduate from recognized medical faculty BPHS /PHC related training, IMNCI, RH, Immunization in Practice training

Relevant experience

  • Minimum of three years relevant post-graduate experience
  • Experience in Health/Nutrition program
  • Supervision or Team Leader
  • Experience in the field level implementation of IMNCI and RH activities

Languages

  • Fluent in Dari oral and written skills
  • Good command of English

Computer

  • ·Strong MS Excel, MS Word, and ODK

Organizational capacity

  • Able to plan activities based on tight project objectives
  • Ability to organize a mobile health site efficiently and orderly, coordinating team members and beneficiaries, identifying bottlenecks, and providing solutions
