Purpose of the Job
The purpose of the shelter Technical contract management Officer Position is to contribute with specific technical competencies to project implementation concerning contract management. The Shelter Technical contract management Officer, under the direction of the Logistic Coordinator and Head of the Program, will work closely with contractors, shelter project staff, and WAW HQ to ensure the work quality and project progress. The individual is in charge of overseeing contract amendments related to shelter construction and ensuring that they are properly documented with the construction companies. They also manage the invoices and work closely with the finance department to ensure that payments are made on time. Additionally, he/she keeps the Logistic Coordinator and Program head informed of contractor arrangements and the progress of the work in a timely manner. Attention to detail is given in documenting any modifications or amendments made to the contract, and he is capable of calculating and confirming any delay penalty charges if necessary.
Duties & Responsibilities:
- Responsible for implementing technical activities, tracking work progress, monitoring financial expenditures, ensuring quality control, and managing project documentation related to core competencies.
- Make sure that work is completed to a high standard and check on progress daily and work closely with field staff, quality controllers, logistics, and contractors to coordinate tasks effectively.
- Day to day follow of progress in project implementation and work confirmation with a contractor and WAW management.
- Conduct a systematic analysis of the technical progress journal from the sub-contractors.
- Offer technical assistance to the field team working on the shelter project, with a particular focus on monitoring the progress of contractors in Laghman, Nangarhar, Kunar, and Nuristan.
- Manage invoices and follow up with the finance department to ensure timely payments.
- Provide timely updates on contractor arrangements and the progress of work quality to the Head of the Program.
- Manage and document any amendments or modifications made to the contract.
- Calculate and confirm any delay penalty charges, if necessary.
- Keep a detailed record of the contract from start to finish.
- Recommend and manage any necessary changes to performance security in accordance with contract amendments.
- To ensure adherence to the contract period and project timeline, it is important to conduct frequent visits to the project site.
- Keeping close coordination with the Logistics, Program, HQ finance, and project field staff is also necessary.
- Seeking feedback and approval from relevant units in HQ and Field is crucial.
- Close monitoring of contractor payment, progress, and contract documentation is essential.
- Maintaining close communication with contractors based on agreed terms and references.
- Travelling to the work site regularly as part of the routine.
- Liaison and collaborate with relevant local authorities and stakeholders if needed.
- Any other tasks assigned by supervisors.
Job Requirement
Experience
