The project works to improve access to, delivery of quality health and nutrition services in the country. Working with the Ministry of Public Health and other partners including private sector institutions, AFIAT will strengthen the performance of the Afghan healthcare system through a range of technical assistance activities targeted at different levels of the health system outlined in the two main packages of BPHS and EPHS. To support the implementation of the project at the primary health system level, ELCS requires the service of Provincial Community Health Officer in AFIAT support provinces.

Job Description

Under the direct oversight of the field Supervisor, the Data collector is responsible for conducting home visits in the sampled communities to interview survey eligible respondents and collect LQAS survey data as guided by survey protocol. Data collectors are expected to jointly work with his/her male or female couple under the oversight of field supervisor every day and collect data in structured data collection tools or electronic tablets after they have been trained in this regard. The data once collected will be reviewed by field supervisor and submitted to the central data collecting center (database).

Survey data collector will have to perform but not limited to the following list of responsibilities:

Survey Data Collectors Duties and Responsibilities:

Attend and successfully complete LQAS survey training organized by AFIAT in the respective provinces (Kabul, Kandahar, Nangarhar, Balkh, Hirat, Takhar, Badghis and Bamyan).
Conduct interview with survey eligible respondents, the community women in the selected supervisory areas of the aforementioned provinces using the pre- developed questionnaires
Jointly plan community visits with field supervisor and peer data collector, to randomly select survey location and survey respondents according to the standards described in survey protocol  
Use the provided technology and tools (electronic tablets programmed) to collect field data according to standards and instructions provided during the training.
Keep regular contact through the established communication channels to provide assurance to the supervisor assigned by AFIAT of his/her presence in his/her assigned jurisdiction (field) during the agreed working hours and official working days.
Be available to team up with PPHO, and AFIAT monitors who are visiting their province for monitoring and supportive supervision. 
Comply with AFIAT and ELCS HR requirements and comply with rules and regulation that will be provided by ELCS HR team.
Must be completely able to travel to all targeted communities (Supervisory areas) of the assigned province.
Willingness to work in rough field conditions and tough security situation
Take “informed consent” of participants as per the procedures when interview survey eligible respondents
Administer the survey following the instructions and directions provided at the training
Take sufficient time to complete the interviews within the communities maintaining rapport building with the hosts and quality of work to produce reliable data
Make sure to note the contact number of each survey respondent interviewed for any possible upcoming inquiry when needed.   
Maintain proper conduct during the entire fieldwork period, in particular during interviews (Note: you represent all parties behind the survey)
Take part in daily team in-briefing and debriefing meetings, share experiences, and learn from other team members
Properly manage and utilize all supplies (tablets, charger, reserve batteries, power banks, forms, letters, & folders)
Maintain respectful relationship with their team (supervisor and other interviewers)
Share any concern, doubt, question, worry that emerge from the fieldwork with the supervisor
Comply with guidance given by the supervisor and do necessary rectification, if any
Follow preventive COVID-19 preventive measures according to the survey protocol

Perform all other duties as assigned by his/her supervisor

Job Requirement

Be an Afghan and from the data collection own province
At least have passed 12th classes of education. University graduates will be given priority
Have minimum one year experience in data collection, health facility assessment and program monitoring.
Having field data collection experience in health-related survey could be an advantage.
Can fluently communicate in Pashto, Dari languages according to their provincial context.
Good communication skill and team working capacity.
Knowledge of BPHS and EPHS will be given priority to select.
Able to utilize any data collection software such as ODK, Kobotoobox or Survey CTO.
