About Dutch Committee for Afghanistan (DCA): DCA Background DCA has been present in Afghanistan since 1988, focusing its interventions to herders and pastoralists communities’ resilience and enabling them to achieve long-term, inclusive and equitable development. DCA is currently implementing several livestock development and humanitarian program in 15 Provinces of Afghanistan. In 2021, we were able to benefit more than 586,000 vulnerable Afghans in building their resilience. DCA’s mission is to reduce poverty and increase food security for the people of Afghanistan by protecting the livelihoods assets and building resilience. Our livelihoods approach sits at the nexus of humanitarian, development, and peacebuilding, and focuses on building resilience in a conflict-setting. DCA’s community driven approach is built upon four major pillars: food security and livelihoods improvement, extension, value chain development, and institutional capacities. Together, these four fields of activity constitute a powerful mix to drive our mission. Gender equality and one health (the interface between human, animal and environmental health stressing on new pandemics and epidemics such as COV-19) will continue to be our fundamental guiding principles. Project background: Starting from March 2022, DCA is implementing Alternative Development (AD) project funded by UNODC in Kandahar. The proposed project under Special Trust Fund for Afghanistan and Italian fund designed to safeguard livelihoods, and build resilience that will help communities generate social and economic benefits in Kandahar province, through sustainable farm and off-farm livelihoods. The activities planned under the AD program aim to empower individuals, households, and communities to adopt sustainable livelihood options that allow them to not fall back into humanitarian crisis, adapting illicit coping mechanisms not limited to illicit poppy production and sale industry. Project Outcome: Improved access to jobs of 3,456 households through value addition to local products of high value crops, poultry, livestock feed, Milk collection centre, and milking goats as well as exposure visits.

Job Description

General Position Summary:

The Agronomic extension worker is responsible for promotion and maintenance of cereal crop production specifically Wheat and Maize at the targeted districts of Kandahar province, conduct baseline and other survey to identify and select the eligible beneficiaries, enhance capacity of the targeted beneficiaries by organizing technical agricultural trainings, and sharing other innovative ideas to improve agricultural practices of the targeted farmers. Have experiences of working with community specifically the farmers for conducting meetings, discussion, and willing for regular traveling to all targeted districts. Coordination and provide assistant to the project manager and other project team members for successful and efficient completion of the project.

Duties and responsibilities:

  • Ensure close communication and coordination with project team, and other stakeholders to identify and target accessible villages for starting crop (Wheat and Maize) production activities.
  • Conduct baseline and other survey to identify, and select the beneficiaries considering the criteria for selection of eligible beneficiaries.
  • Conduct meetings, establish and maintain strong working relationship with targeted communities, including local leaders, community-based shuras, and farmer groups.
  • Design, develop training manuals, presentations to conduct theoretical and practical trainings for the targeted farmers, covering technical aspects for crop production, starting from cultivation through harvesting, seed production and other postharvest practices. 
  • Coordinate the activities with local extension workers, share innovative knowledge and best practices with the targeted farmers to enhance crop productivity in the area.
  • Act as main contact person between the project and the farmers to strengthen the linkages between targeted farmers and the project team.
  • Prepare written weekly, monthly and other required, progressive reports of the achievements.
  • Conduct regular supervision from wheat and maize plots and being responsible for day-to-day activities with the targeted beneficiaries.
  • Ensure close communication and coordination with project team, district authorities and community elders through regular visits; organize joint field visits and update line manager on daily accomplishments.
  • Facilitate the targeted farmers to be organized in groups and link them with seed producer companies, input suppliers, processors and market.
  • Any other tasks assigned by the line manager.

Job Requirement

  • Bachelor degree in Agriculture (Agronomy or Plant Science).
  • At least five years’ experience in a similar field or as an agronomist with knowledge and skill of crop production.
  • Extensive knowledge and experiences of working with farmer at remote area.
  • Good communication skills in English and fluency in Pashto and Dari.
  • Previous experience of working with NGOs at the targeted area.
  • Proven experience in crop production, promotion, and market-based programming. 
  • Previous experience in designing technical materials and conducting capacity-building trainings in crop production.
  • Willing to stay in field locations and travel to coverage areas of the project.
  • Highly qualified on extension of crop production and work with community, and.
  • High quality of reporting skills.
