Job Description

MAIN PURPOSE OF THE JOB:         

Implements and supports the performance improvement approach and strategy for the project within a province. Working within cross-functional teams responds to performance metrics and performance incidents with improvement strategies and activities. The Performance Improvement Officer will be a member of a Technical Support Team with prime responsibility for improving performance of service providers in the target health centers.

Major Activities / Responsibilities:

Technical Activities:

  • Implement the project activities in the province to ensure quality services at health centers up to the provincial hospital level.
  • Understand and materialize the concept of TSTs into action through joint planning and implementation with AFIAT Governance/capacity-building officers, PPHO and NGO technical officers.
  • Conduct a rapid assessment of the HFs in provision of thematic services for which PI officer is recruited in collaboration with the PPHO and NGO technical officers.
  • Identify the gaps, facilitate a root cause analysis with the staff and development of an improvement plan.  
  • Conduct follow-up mentoring and coaching visits for providing capacity-building support to the healthcare providers in provision of thematic services for which PI officer is recruited to improve the quality of healthcare and increase access to quality health and nutrition services in the targeted community.
  • Develop a monthly work plan for improvement of clinical and non-clinical weaknesses observed in the targeted HFs
  • Implement the Quality Improvement program using the revised HQIP tool.
  • Disseminate and ensure appropriate implementation of QI standards and procedures.
  • Assist in the implementation of alternative capacity building approaches (peer to peer mentoring visits to learning centers, formal competency-based training) in concert with provincial stakeholders to help ensure compliance to standards and assist in the implementation of alternative capacity building approaches including Gender and Health Training and RMC training for HCPs.
  • Work in collaboration with other partners and the MoPH in the area of total quality improvement system in the health sector.
  • Participate in technical working groups as required in the region.
  • Produce and submit timely monthly and quarterly reports.
  • Carefully document the “HF QI progress sheet” for each activity/result undertaken per health centers visited, and effectively circulate it for ensuring data use by AFIAT regional manager, Governance/CB officers, and any relevant stakeholders (PPHO, NGO).
  • Closely collaborate and coordinate with AFIAT Governance/CB officers to ensure strengthening the links between health centers visited and their communities in thematic services for which PI officer is recruited.
  • In coordination with AFIAT Gov/CB officers ensure that community representative is present during the TST visits in Health centers.
  • Initiate and prepare success stories from project implementation.
  • For the RMNH&FP PI officer, in coordination with Central RMNH Senior
  • Advisor, support the implementation of the AIM Safety Bundles in 2 hospitals and surrounding facilities, as needed.
  • Carry out additional responsibilities as may be needed or assigned.

Job Requirement

REQUIRED MINIMUM EDUCATION:

Applicants with different educational qualifications can apply for this position:

For RMNH&FP Program (Ob/Gyn Specialist)

  • Medical university degree and specialty in Obstetrics and Gynecology
  • Master’s degree in Public Health or relevant area is preferred.

For RMNH&FP Program (Midwife)

  • Graduate from a registered Midwifery Education Institution with an undergraduate diploma
  • Master’s degree in Public Health or relevant area is preferred.

For Child Health & EPI Program

  • Medical university degree from a recognized university
  • Master’s degree in Public Health or relevant area, and specialty in pediatrics is preferred.

For Nutrition Program

  • Medical university degree from a recognized university
  • Diploma in Nutrition and Master’s degree in Public Health is preferred.

For TB Program

  • Medical university degree from a recognized university with at least 5-year’s experience in TB management in urban and rural settings
  • Master’s degree in Public Health with at least 2-year experience in TB management in urban and rural settings is preferred.

For Pharmaceuticals Program

  • Medical university degree and/or bachelor’s degree in pharmacy from a recognized university
  • Five years’ experience in pharmaceutical management in BPHS/EPHS health facilities in rural or urban setting.

REQUIRED MINIMUM EXPERIENCE:

  • Five years’ experience in designing, implementing, and evaluating thematic programs for at provincial hospital, BPHS health facility, and community levels.
  • Previous training or mentoring experience is a plus.

KNOWLEDGE AND SKILLS:

  • Experience and knowledge of limitations of the Afghan healthcare system to deliver quality health services, preferably in a thematic area: RMNH&FP, Child health, TB, nutrition, or pharmaceutical management.
  • Expertise knowledge in a thematic area (MoPH policies, guidelines, SoPs, best practices, high impact interventions, related Community-based program) and knowledge of integration of care
  • Acquired mentoring skills are preferred, and mandatory for RMNH&FP PI officers
  • A strong willingness to mentor health providers to help them improve their performance and get results
  • Strong analytical and computer skills (Word, Excel, PowerPoint, web-based research). Ability to use Excel spreadsheet and extract selected data. Skill in using data for decision making preferred
  • Demonstrated experience collaborating with a range of counterparts at the regional and provincial levels that leads to technically sound and productive healthcare interventions
  • Awareness of barriers to women’s access to health and ability to demonstrate gender sensitivity.

Specific Knowledge and Skills

  • For RMNH&FP PI Officer knowledge and skills on management of Caesarian Section (SC)
  • For the Nutrition PI Officer nutrition knowledge (received Nutrition SoP, MIYCN and IMAM training)
  • For the TB PI Officer knowledge of TB management (case detection, treatment, follow-up, and other components of TB interventions and activities).
  • For Pharmaceuticals PI Officer knowledge and expertise in pharmaceuticals and health commodities quantification, assessing Rational Medicine Use and Supply Management practices.

COMPETENCIES:         

  • Excellent written and oral communication skills in local languages and English
  • Excellent interpersonal skills: demonstrated ability to interact professionally with culturally diverse staff. Mentoring experience is a plus and is mandatory for RMNH&FP PI Officer.
  • Experience in training and supervision of BPHS components.
