Job Description

In 2021 an L3 emergency was announced in Afghanistan following change in political power in the country. UNICEF programmes worked with partners to provide essential life-saving services for children and women in need across the country. Services are provided through facilities and mobile teams for remote, hard to reach and in need areas. Monitoring and technical support are key functions to verify programmes implementation and improve quality of service in all provinces of the country, as well as at the regional and national levels.

To carry out the above-mentioned functions, UNICEF has several construction activities in various locations in Afghanistan. UNICEF appoints construction contractors, based on the requirements.

Objectives

Extenders are expected to carry out a range of duties, as outlined below, to support monitoring functions, demand generation (for safe drinking water, sanitation and hygienic behaviors), accountability to affected population mechanisms, technical facilitation, and programme implementation.

Those duties, which are described in detail below, do not include neither programmatic nor financial authority. Extenders are identified among Afghani citizens with specific expertise and a thorough knowledge of the territory in which they operate, based on their residency and/or work experience.

Management of construction project of WASH and boundary wall is carried out by the construction unit and WASH Section. The UNICEF WASH construction engineer extenders are responsible to manage construction project, identify technical requirements, prepare suitable construction work plan, closely monitor the contractors and consultancy firms’ activities, ensure quality construction through Quality Assurance Firm (QAF), work with TPM and follow up with QAF on mitigation of deviations noted by TPMA (Third Party Monitoring Agent ) and ensure that the projects are completed as per agreed construction plan and site specific Environmental and Social Management Plan (ESMP). The WASH construction engineer extenders will be reporting to WASH Section, SPEAR Section (Safeguard Team) and Supply Section (Construction Unit).

One WASH construction engineer extender would be appointed for each package. Details of packages are attached to the ToRs.

Role objectives

• Summary of Key Functions:

 Ensure quality of all construction work.

 Work with TPMA and ensure deviations are mitigated in time

 Conduct regular site visits (three to four times per month) per site.

 Validate the information received from Quality Assurance Firm (QAF)” Firm and Contractor.

 Coordinate between the key implementers.  

 Timely reporting of progress of works.

 Report on Quality Assurance (QAF)” Firm and Contractor’s performances.

 Report to UNICEF on quality of work, project timeline, and verify site measurements of the completed works for the invoices.

 Include environmental and social aspects as mentioned in the POM. 

The Key duties and responsibilities of the Engineering Extender include:

• Inspect and recommend the quality of the construction materials against the project specification.

• Ensure that the construction is according to the specification and acceptable construction standards.

• Follow and implement of quality assurance and quality control plans.

• Coordinate with the relevant parities and make sure variations and change orders are reported and recorded.

• Monitor progress of construction works against the approved work programme, and report progress to UNICEF on timely basis. 

• Provide updates/ highlights on progress of civil works activities on weekly basis.

• Periodically check the measured construction works and report findings in site workbook. 

• Verify the measurement of the completed works. 

• Carry joint inspection of the construction works with counterparts and TPMA as the case may be.

• Attend the site handover, substantial and final completions.

• Attend Periodical site meetings with Quality Assurance Firm (QAF)” and Contractor

• Perform any other duties as may be requested by UNICEF.

• Ensure implementation of ESHS requirements and site specific ESMP and make sure the same are reported to consultancy firm and UNICEF during reporting period.

• Submission, redressal and regular reporting on grievances related to the services delivered under the contract

Project reporting

Deliverables:

The following are the key deliverables expected during and towards the end of the assignment: 

• Weekly, and monthly reports of project progress 

• Monthly work plan schedules (updated when required) and reports on monthly quality assurance and quality contract activity

• Coordinate with the Quality Assurance (QAF)” Firm, and contractor, submit the actual work measurement to UNICEF for certification based on the milestone of the agreement.

• Well-articulated evaluation reports on the performance of contracted companies

Job Requirement

 University degree in Civil Engineering from a well-recognized university or a diploma in civil engineering / building construction. 

• Five years’ experience in building construction and project supervision, preferably in civil work, vertical structures and RCC designs for candidates with degree qualification and 10 years’ experience for candidates with diploma qualification.

• Familiarity with procurement and tendering procedures will be an asset.

• Familiarity with the Environmental and Social Safeguard aspects.

• Fluent Pashto, Dari and English.

• Good Computer skills in Ms Office, Ms Project, and Auto Cad

• Very good Report writing skills in English & local languages
