OHPM selected by the UNICEF and WHO and is responsible to delivering the HER (BPHS & EPHS) in Kapisa, Paktika, Helmand & Herat provinces and implementing other vertical projects in Khost, Parwan, Panjshir, Zabul, Nimroz and Kandahar provinces funded by the UNICEF, UNDP, UNFPA, WHO, WFP, according to established and agreed targets (for quality and coverage), and thereby contribute to achieving the goals of the Ministry of Public Health which are to: Reduce maternal and newborn mortality, Reduce under 5 mortality, improve child health and nutrition.
Job Description
- Preparing Weekly, monthly and quarterly action plans and progressive reports according to the BPHS work plans and ensure the timely implementation
- Ensure annual M&E and Quality Improvement plans developed and implemented and quality assurance documents and guidelines are available at the OHPM provincial offices and all health facilities;
- Ensure that health facilities staff are familiar with quality assurance document, their contents and know how to utilize these documents;
- Monitor performance of the provincial offices and all health facilities according to Quality Improvement Tools and updated NMC checklists and take corrective actions as needed
- Ensure constructive feedbacks is provided to the supervised provincial offices and all health facilities Assisting the provincial offices and all health facility staff in internal quality improvement evaluation Analyse quality improvement evaluation data and sharing results with health facilities, provincial offices and main office
- Assist in designing templates for the collection of program management data and provide necessary technical support to ensure smooth flow of data and information to provincial office; Conduct and attend in joint monitoring visits from provincial offices and all health facilities with OHPM management team, PPHD and the provincial management team
- Analyse technical reports from technical officers and provide regular feedback and the health facilities in-charges on the quality and quantity of performance
- Compile process and analyse monthly project data from the provincial office to assess the progress of the project and to help identifying areas where to focus with limited resources
- Follow the implementation of Standard Based Management (SBM) and Quality Assurance (QA) tools in the Health Facilities
- Functional and organized reporting system on implementation of Quality Improvement tools as well as all three targeted BPHS Health Facilities HMIS and other reports regularly analysed and constructive feedback provided
- Ensure and adherence to establishing well-organized coordination meetings with the Head of Health Facilities in targeted provinces and follow up of decision has been made in the coordination meetings
- Carry out regular joint field visits to support and mentor networking among staff in implementing the quality improvement process in order to provide quality of services
- Ensure that medical waste is disposed of according to MOPH and Donors national guidelines
- Ensure that quarterly, six-monthly and annual activity reports are compiled, reviewed and analysed through coordination meetings/workshops from targeted provinces
- Undertake joint supportive supervision (at least once per month) to ensure that regular monitoring of services and follow up action plans take place
- Perform any other tasks as assigned by line supervisor
Job Requirement

- Medical Doctor (MD), preference will be given to the candidates with post graduate degree
- At least 3 years’ work experience in Monitoring and Evaluation in public health management with government or Non-government organizations or UN Agencies.
- Priority will be given to local candidates from Herat province, specailly currently working or has working experience in Herat BPHS project
- Excellent written and verbal communication skills in English language and fluent in a local language;
- Demonstrate computer skills (Ms. Office Package).
- Ability to work under pressure, flexible and able to multi-task,
- Ability to create a supportive working relationship with all project teams
- Be able to travel all districts/health facilities as well as outside of province
